The final plat is the same as the preliminary plat which was approved on March 12, 1979, with the exception of the proposed park, which has been eliminated. The preliminary plat approval was granted with the contingencies that money be paid in lieu of park land, drainage requirements be reduced by one half, and the developer be required'to escrow ½ the amount of blacktop to the city for improvement of 161st Avenue. In reviewing, the final plat. and accompanying data, we would recommend the following changes: The developer provide the city with a reproducible copy of the final plat showing the house numbering of the lots as required by the city code. A 20 feet wide drainage, easement along the lot line between Lots 2 and 4 of Block I be provided for the drainage ,from 161st Avenue N.W. 3. - Item 4 of the Road Construction Specifications be amended to include seeding of all disturbed drainage easements. In addition to the above, the council should decide if the future streets for imple- mentation of the resubdivision are to be dedicated at the time of final plat approval. The city code does not presently address this issue. However, your planners for the Critical Areas Plan and the Comprehensive Plan have included land dedication of future streets for the purpose of resubdividing into smaller lots when utilities are made available as one of the land use policy statements. keith caswell jr. rJ darrell schneider i~ richard sha
