He feels that if the City doesn't take the opportunity to upgrade <br />the road now that at some time in the future it will have to be done by bonding <br />along with the other unimproved roads in the community. Woodlawn Estates <br />and Forest Hideaway have brought the major portion of pressure in breaking down <br />the road therefore he would like to see the project proceed. <br /> <br />Councilman Mickelson said he would like to see the project proceed and that it <br />should be blacktopped. The major portion of traffic has been put on that road <br />by the two developments and.it is Unfair to burden two individuals with the <br />bigger expense. It is not really their traffic on the road, it is the develop- <br />ments around them. <br /> <br />Councilman Sorteberg said he can't go along with any of the five plans. Two <br />or three of these property owners would be paying a higher share. Until the <br />Council can figure out a way to pay the administrative share, he is not in <br />favor. <br /> <br />Councilman Reimann said he thinks if City funds are used, it will set a <br />presidence, there will be more people coming in to request the City blacktop <br />their roads to bring them up to standards. He doesn't feel the project should <br />go through because some of the people that will benefit might not be able to <br />afford it. <br /> <br />Mayor Gamec said he also feels it lis not fair that two individual would have <br />to pay a greater share but then why do people in Woodlawn have to pay what <br />they would have to. He would like to see it blacktopped, however, the only <br />other way would be to put it on as a capital improvement project. <br /> <br />Councilman Sorteberg added that the people livi.ng in that area are the ones <br />who use it and they don't want it. <br /> <br />Councilman Cox said he heard a lot of people from Forest Hideaway and Woodlawn <br />Estates tell him that there were under the impression'that it would be improved. <br /> <br />Councilman Reimann said he feels Class V is sufficient on this street. If <br />the City were getting a fair share of State Aid then maybe they could afford <br />to finance projects of this type but he doesn't feel the road is that bad. <br /> <br />Councilman Cox said that people have complained to him because of the poor <br />condition of the road. <br /> <br />Mr. Delaney, 161st Avenue said it used to be a country road way back, the County <br />took care of it, it has been there over 60 years and it is not a development <br />road. It is a City road, and he feels it is the responsibility of the'City.to <br />take care of it. He said he hadn't heard anyone complain about the cQndition-of <br />the road. <br /> <br />Councilmmn Cox asked Mr. Delaney if he had ever complained to him about it. <br /> <br />Mr. Delaney said he complained because it wasn't graded eno.ugh. <br /> <br />Mr. Lund, Developer of Oakridge Estates, stated he had to come up with $150~000 · <br />to dedicate to the City, that developing had been rough enough on him without <br />that extra expense and it wouldn't be so bad if he Could put a gate and toll <br /> <br /> <br />
