:ial Meeting-Council 30, 1979 Page 10 Mayor Gamec reported that he will meet with the Anoka Sheriff and Mr. Hutchison regarding signs for the landfill. J. Hatch - What can be done to cut down on the dust. Mr. Otter - Install speed limit signs to control speed of traffic. ~S. VanWagner - Mr. Johnson told us there wouldn't be any dumping on our side this summer. Mr. Otter - In order to get that side done as soon as we can there is a chance we will be there this summer. Mr. Wyatt asked how they know what is in a load of garbage. Mr. Otter - He doesn't know but they do ~nvestigate anythi.ng questionable that is found. Mr. Hutchison - Equipment operators have pretty good recall, they are careful not to go. over anything that looks flammable and pretty much know where the stuff comes from. Mr. Otter - They monitor all accounts as close as they can given the laws they have to operate with. They tell accounts if they bri]ng anything that isn't acceptable that we will stop them from dumping. Mayor Gamec thanked the citizenS'and the .agencies for coming to the meeti.ng. He said the C~ty needs their help r. egardi.ng getting a fair share of State Aid for the Ctfy. He presented a petition for Council approval and citizens to sign to get some help, the City is petitioni.ng the Governor and State Legislature. Motion by Councilman Sorteberg=and seconded by Councilman Mickelson to authorize the petition to the Governor and State. Legislature to waive the proposed State Aid formula because of the inequities it contains. Motion carried. Voting yes: Mayor Gamec, Councilmen Cox, Mickelson, Reimann and Sorteberg. Voting no: None. Councilman Cox said there is'a few questions people ought to ask the DNR and PCA. The reason this is walked around is because it is in¥olv~ng different government agencies that won't go hand in hand. In regards, to water testing, the City received very poor cOOperation from the PCA and DNR. City Engineer sent letters to these agencies and they responded to it indicating there wasntt any problem here. The PCA can't get together with the Metro Waste and determine when the CAB interceptor will' be available to sewer the City. PCA and Metro Waste don't know what is happeni.ng and they don't care. People want to know at what point they are contaminated and what to do about it. PCA responded saying they have 200 permit landfills, 130 comp. monitoring systems, 720 mon~tori'ng points Which are'analyzed~on a quarterly basis. The ?CA comes out and checks the landfill once a year. He had a lot of corres- pondence with Mr. Sba. The perimeter he requested were quite expensive, and PCA feels they have sufficient per(meter. Councilman Cox questioned that when there are high levels of whatever showing up, why doesn't the PCA pick it up instead of our staff.
