P&Z -1- <br />2/27/79 <br /> <br /> Pl~fn~ & Zoning <br /> City of Ramsey <br />County of Anoka <br />State of ~.iinnesota <br /> <br />A special meeting of the Ramsey City Planning & Zoning Conmission was held <br />on February 27, 1979 at Ramsey City Municipal Center, 15153 Nowthen Blvd. N.W. <br />Maeting was called to order by Chairman Ken Peterson at 7:40 p.m. with the <br />following in attendance: <br />Ken Peterson Gerry Zinmerman Also present: <br />Art Dunn (Al Sorteberg arrived 8:25) Lloyd Schnelle, City Adm. <br />Kathy Schneider ~- Dennis Donoxran P & R <br /> <br />Chairman Ken Peterson expla{ned to those present that this was an informational <br />meeting regard{ng the Critical Areas Plan to received input 'and report progress <br />and introduced Dexter Marston and the ot~er Co~mission members. <br /> <br />M~mbers of the audience expressed concern with the littering, lack of privacy, <br />and H~nage to the river which they felt would result from a public trail system. <br />Also covered were the policies, and discussion of the frontage and collector <br />road. It was explained that thare would be a Public Hearing prior to any <br />adoption of the plan. <br /> <br /> Dennis Donovmn expressed concern with having to follow other agencies guide- <br /> lines and then finding out that when applying for grants we have been dis- <br /> qualified. <br /> Cbm~rman Peterson closed the informatiorml part of the meeting and thanked <br /> those present for their interest. <br /> <br />Lloyd Schnelle 'stated that in regards to the payment du~ Wehrman, C~ <br />Associates, Inc., the Council should have .a recom~=ndation from the _Conn~ssion <br />that this is an accurate account of progress. After discussing the figures, <br />Dexter Marston wins asked if he anticipated having to submit a bill later? <br />'Mr. Marston explained that there would be a possiblity since he had to spend <br />so rough time working on the grant applications, but that he realized <br />they had signed a contract to finish the plan for '~C' amount of dollars, <br />and the City should not have to spend any additional funds. .,. <br /> <br />~btion by Al Sorteberg, seconded by Art Dunn that the Commission bas re- <br />viewed the billing of Jammry 25, 1979 and concur with the completion <br />percentages indicated in regards to the Critical Rivers Plan. Motion carried 5-0.~ <br /> <br />A ~rk session for f'~mlizing the policies of the plan was scheduled for <br />~%rch 8th with the Park and Recreation Commission m=~hers before holding the <br />Public Hearing7 <br /> <br />Motion by Art Dunn, seconded by A1 Sor~g to adjourn.
