P&Z-1- <br />2/~0779 <br /> <br /> City of Rsmsey <br />County of Auoka <br />State of Minnesota <br /> <br />A continuation of the February 5, 1979 Regular Planning & Zoning Commission <br />was held on Feb~mry 20, 1979 at Ramsey City Municipal Center, 15153 Nowthen <br />Blvd. N.W. with the following in attendance: <br /> <br />Kenneth Peterson <br />Kathy Schneider <br />Brad Bodle <br /> <br />A1 Sorteberg <br />Art Dunn <br /> <br />Also present: <br />Lloyd Schnelle, City Adm. <br />Peter Raatikka, City Eng. <br /> <br />Critical Rivers <br />Dexter Marston was present to go over the policy statements pertai~ to the <br />Public Facilities Section of the Plan. <br /> <br />· Art Dunn suggested that Policy #1 includ~ lan~,~ge to cover acquiring scenic <br />e~.~ements along bluff line in all arems. Dexter-Marston-agreed that this <br />would be a valid idea. <br /> <br />In regards to policy #2 pertm~ning to trail syst~m~, Ken Peterson asked how <br />we would reach agre~n~nt with developers. Dexter Mmrston stated that the <br />subdivision ordinance should have the land-ge, plus the trail system should <br />be specifically stated in the Comprehensive Plan. <br />Peter Raatikka questioned who would pay for the trail system. Dexter Marston <br />explm~ned that in most cases, the City would acq,,~e right of way at platting <br />tqm~ as dedication, and pay cost of construction themselves, with the possibility <br />of grant monies. <br /> <br />Art Dunn asked about reccen~nded width. Peter P~mtikka suggested six feet, <br />and D~xter Marston stated that six feet ~dnin--n for bike path and 10 feet <br />for a combined pedestrian and bike path. The consensus of the Com~dssion <br />was that the report should make reference to a right-of-way width, and Dexter <br />Marston stated that he would check into this. <br /> <br />John Lichter frcm the P & R Conmzlssion questioned the worH{ng "sb~l 1 be bitt~n- <br />inous" and it was the consensus of the Commission that this policy should be <br />reworded, to allow flexibility. <br />Mr. James, 275 Yoho Drive was present in regards to the Shenk property, <br />and asked the req, Hred setbacks '& setback figures. There was discussion in <br />regards to the fact that with 2.5 acre lots and 200 feet frontage, the lots <br />would be extz-emely deep, and unless path ran through the property, they ~mzld <br />be quite a distance from the river. <br /> <br />In regards to #6 referring to a collector street south of H~y #10, it was pointed <br />out that the wording used was "investigate" since as Art Dunn suggested that <br />there would not necessarily be enough density to warrant such a street. <br /> <br />Mr. Jm askat if smma~biles would be allowed on the trails, and Dexter <br />Marston stated that the plan addresses only non-motorized traffic. <br /> <br /> <br />
