Comprehensi~,e Health Department
COURTHOUSE ANOKA, MINNESOTA 55303 612-421-4x7.60~,

HUMAN RESOURCES OFFICE
SENIOR TRANSPORTATION SERVICE
ENVIRONMENTAL HEALTH

May 18, 1979

PUBLIC HEALTH NURSING SERVICE
DAYTIME ACTIVITY CENTER
6633 ARTHUR ST. N.E.
FRIDLEY, MINN. 55432
571-0790

Waste Management of Minnesota, Inc.
c/o Mr. Donald Otter
14730 Sunfish Lake Blvd.
Anoka, Minnesota 55303

Dear Mr. Otter:

Reference is made to our recent inspections (April and May, 1979) of your facility
in the City of Ramsey, a review of our'records for the current license year (July 1,
1978 through June 30, 1979), and your application for renewal of your sanitary land-
fJ]_l license.

A number of items have been identified which need to be corrected, completed, and/or
addressed by you as part of our consideration of your license renewal application.
These items wouid include the following:

Litter continues to be major operating problem, having been noted on 15
of 27 inspections (55.5%) between July 1, 1978 and May 28, 1979. It appears
to be an increasing problem as the fill height increases. Additional measures
need to be taken to reduce the amount of litter (both on and off the site)
and improve litter clean-up actions. It is my understanding that you have
purchased two litter vacuums for this site and that you will be erecting
additional perimeter fencing to improve this problem.

During the current license year the quality of daily cover has been of
marginal quality. This evaluation is based on the fact that of the 27
inspections conducted by this Department between July 1, 1978 and May 8,
1979, on no occasion has daily cover been adequate; on 16 occasions (59.2%)
it was marginal (discussion item); and on 11 occasions (40.7%) it was in-
adequate.

The north, south, and west slopes of the main fill area must be terminated
by the placement of at least 24 inches of earth and topsoil, suitable grading,
and establishment of an acceptable permanent finished turf. This termination,
for some of these areas, is long overdue. In the fall of 1978 an extension
of time was granted until the end of May, 1979 so as to enable you to treat
all of these areas with lime sludge and seed them at one time using your
hydroseeder. As of our most recent inspection (May 8, 1979) termination of
these areas has not been completed, nor has any notification been received
concerning inspection of these areas, or your schedule for seeding.

In addition to the above, the following license condition items would apply:

1. We anticipate no change in the bonding requirements ($50,000).

Affirmative Action / Equal Opportunity Employer
