N.E. <br /> FRIDLEY, MINN. 55432 <br /> 571-0790 <br /> <br />Waste Management of Minnesota, Inc. <br />c/o Mr. Donald Otter <br />14730 Sunfish Lake Blvd. <br />Anoka, Minnesota 55303 <br /> <br />Dear Mr. Otter: <br /> <br />Reference is made to our recent inspections (April and May, 1979) of your facility <br />in the City of Ramsey, a review of our'records for the current license year (July 1, <br />1978 through June 30, 1979), and your application for renewal of your sanitary land- <br />fJ]_l license. <br /> <br />A number of items have been identified which need to be corrected, completed, and/or <br />addressed by you as part of our consideration of your license renewal application. <br />These items wouid include the following: <br /> <br />Litter continues to be major operating problem, having been noted on 15 <br />of 27 inspections (55.5%) between July 1, 1978 and May 28, 1979. It appears <br />to be an increasing problem as the fill height increases. Additional measures <br />need to be taken to reduce the amount of litter (both on and off the site) <br />and improve litter clean-up actions. It is my understanding that you have <br />purchased two litter vacuums for this site and that you will be erecting <br />additional perimeter fencing to improve this problem. <br /> <br />During the current license year the quality of daily cover has been of <br />marginal quality. This evaluation is based on the fact that of the 27 <br />inspections conducted by this Department between July 1, 1978 and May 8, <br />1979, on no occasion has daily cover been adequate; on 16 occasions (59.2%) <br />it was marginal (discussion item); and on 11 occasions (40.7%) it was in- <br />adequate. <br /> <br />The north, south, and west slopes of the main fill area must be terminated <br />by the placement of at least 24 inches of earth and topsoil, suitable grading, <br />and establishment of an acceptable permanent finished turf. This termination, <br />for some of these areas, is long overdue. In the fall of 1978 an extension <br />of time was granted until the end of May, 1979 so as to enable you to treat <br />all of these areas with lime sludge and seed them at one time using your <br />hydroseeder. As of our most recent inspection (May 8, 1979) termination of <br />these areas has not been completed, nor has any notification been received <br />concerning inspection of these areas, or your schedule for seeding. <br /> <br />In addition to the above, the following license condition items would apply: <br /> <br />1.
