Waste M~nagcment of Minnesota, Inc. - 2 - <br /> <br />May 18, 1979 <br /> <br />We are reco~nending a change in the groundwater monitoring requirements <br />(see items 1 and 2 of our correspondence of June 16, 1978[. This change <br />would consist of the deletion of hardness and dissolved solids determina- <br />tions and substituting in their place specific conductance and iron. You <br />are already required to do specific conductance by the MPCA. <br /> <br />Over the past several years there have been a number of emergency or <br />abnormal conditions develop which our landfills were not able to deal <br />with effectively, resulting in less than acceptable community conditions. <br />For this reason we are recommending the following license condition: <br />"A contingency plan be prepared, and submitted by July 1, 1979, which sets <br />forth modifications of operation, provision of services and/or equipment <br />necessary to reduce and promptly correct the community impact of adverse <br />weather, essential equipment breakdowns, and other such problems or emergency <br />conditions." <br /> <br />Your license renewal application will be considered by the Environmental Services <br />Committe of the Comprehensive Health Board at 8:00 P.M. on May 29, 1979 in the <br />Commissioners' Room of the Courthouse. I anticipate that the above matters will <br />be considered by the Committee.
