TO: Environmental Services Committee <br /> <br />FROM: Robert M. Hutchison <br /> <br />SUBJECT: License renewal considerations; Waste Management of Minnesota, Inc. <br /> dba Anoka Landfill <br /> <br />LICENSE CONDITIONS: <br /> <br />The following conditions of license are recommended: <br /> <br />1. The licensee conduct a groundwater monitoring program consisting of at least: <br /> <br /> a. Samples shall be collected from each well and lysimeter once each quarter <br /> between the following dates: July 1-15, 1979; October 1-15, 1979; <br /> January 1-15, 1980; and April 1-15, 1980. <br /> <br /> b. Laboratory examination of these samples shall include specific conductance, <br /> iron, alkalinity, chlorides, nitrate, sulphates, and pH. <br /> <br /> c. Samples shall be collected and examined by a laboratory acceptable to the <br /> Department and a copy of the laboratory report shall be submitted directly <br /> to the Department. <br /> <br /> d. If the laboratory report is not received by the Department by the 30th <br /> day of the month in which the sample was to have been collected, the De- <br /> partment shall refer the matter to the Co~mty Attorney's Office for the <br /> appropriate action to obtain compliance with the conditions of license <br /> issuance. <br /> <br /> The groundwater monitoring program shall be augmented by the installation of <br /> lysimeters as operation moves into new areas or phases. <br /> <br /> Licensee provide a bond in the amount of $50,000. <br /> <br /> A contingency plan be prepared, and submitted by July 31, 1979, which sets <br /> forth modifications of operation, provision of services and/or equipment <br /> necessary to reduce and promptly correct the community impact of adverse <br /> weather, essential equipment breakdowns, and other such problems or emergency <br /> conditions. <br /> <br />ISSUES: <br /> <br />The Co~mmittee may want to discuss the following issues with the license applicant <br />(see attached information sheet): <br /> <br />1. Completion of terminal cover application on the north, west, and south <br /> slopes of the main fill area. <br /> <br />2. Improvement of litter control and clean up. <br /> <br />3. Improvement of the quality of daily cover. <br /> <br />5-24-79 <br /> <br /> <br />
