ANOKA LANDFILL <br /> <br />DAILY COVER: Each day's deposit of solid waste not covered with 6 inches of <br />compacted earthen cover material at the end of each day's operation. <br /> <br />a. During the current license year (July 1, 1978 through May 8, 1979) 27 <br /> inspections were conducted of this facility and on no occasion has <br /> daily cover been adequate; on 16 occasions (59.2%) it was marginal <br /> (discussion item); and on 11 occasions (40.7%) it was inadequate. <br /> <br />b. During the course of the winter some solid waste materials get mixed <br /> with earth and snow and are pushed to the edge of the main fill area <br /> as part of the snow removal activities to maintain service roads on <br /> the site. This material has been referred to by residents of the area <br /> as being uncovered refuse. <br /> <br />c. Areas of poorly covered previous operation are being touched up <br /> continuously. <br /> <br />INTE}~EDIATE COVER: Twelve inches of intermediate cover have not been placed <br />on refuse fill materials in areas which will be worked for 120 days or more. <br /> <br />a. This is not a requirement of the County Solid Waste Ordinance; it is a <br /> requirement of PCA regulations. <br /> <br />The areas which would qualify for intermediate cover are generally in <br />fair to good condition; touch up covering does occur continuously. <br /> <br />FINAL COVER: Areas which have reached a terminal state of development should <br />be covered with at least 2 feet of compacted earthen cover material, adequately <br />sloped to provide for surface run off, covered with adequate top soil, and <br />seeded with native grasses or other suitable vegetation. <br /> <br /> a. The County Solid Waste Ordinance requires that this be done within 30 days <br /> after having reached a state of terminal development or in the spring for <br /> those areas which reach such state during the winter months. <br /> <br />b. The north and west slopes of Phase I reached a state of maximum development <br /> several years ago and termination was a condition of licensure for the <br /> 1977-78 license year. <br /> <br />c. In June, 1978, the County approved an addendum to the operating plans <br /> which provided for phased termination as the fill development progresses. <br /> This addendum set forth that the north and west slope of Phase I, and the <br /> westerly half of two-thirds of the south slope and the west slope of <br /> Phase II should be terminated at that time (snm~ner of 1978). <br /> <br />d. Since the west slope of Phase III was nearly completed in the 'late summer <br /> of 1978 and lime sludge had not been placed on the entire south slope <br /> of Phase II, the operator requested that completion of this condition be <br /> extended until the end of May, 197g. The operator also indicated that <br /> they would like to use the company hydroseeder to carry out the seeding <br /> activities on the slopes. <br /> <br />LITTER: Arrangements should be made to confine possible windblown material <br />within the unloading area. At the conclusion of each day's operation, wind- <br />blown material resulting from the operation should be collected and returned <br />to the area by the licensee, including that along public and private access <br />routes. Control of windblown material and other potential public nuisances <br />is to be sufficient to prevent or eliminate any public nuisance. <br /> <br />Additional wind screens have been requested by residents. Additional <br />wind screens would be desirable. Additional litter control fencing should <br />be installed at the top of the main fill area. Residents have requested <br />that a heavier fence support be provided to prevent fence post failure in <br />high winds. <br /> <br /> <br />
