The licensee 2 litter vacuums for clean-up. This <br />appears to have improved the promptness of litter clean-up. <br /> <br />The operator and residents have requested that signs be placed on all ~routes <br />to the landfill advising individuals of the necessity to restrain their load. <br />It has also been requested that local law enforcement officers police the <br />matter of unsecured loads so as to reduce litter along haul routes. <br /> <br />VISUAL SCREENING: Where necessary, visual screening, adequate to reduce <br />visibility of above grade operation from adjacent housing or public right- <br />of-ways, is to be provided. <br /> <br />a. Residents have requested that a privacy fence be constructed on the west <br /> side of the landfill property and at the top of the fill area to screen <br /> above grade operations. <br /> <br />b. The ordinance requires screening to reduce the visibility, not necessarily <br /> totally obstruct visibility. Physical separation, distance, has been <br /> accepted as one means of reducing visibility. <br /> <br />c. Exposure of above grade operations from the west (the closest developed <br /> area) are fairly short termed, usually being less than two months out of <br /> the year. <br /> <br />SUN RIGHTS: Construction of the fill to elevation of 130 feet above the black- <br />top service road on the site, as indicated on the approved plans, would obstruct <br />the sun from the properties adjacent to the landfill on the west. ' <br /> <br /> a. The question of obstruction of the sun by the fill has been asked of the <br /> county surveyor and he has offered the following: <br /> <br /> 1) At the maximum fill elevation, the longest period of time that the <br /> sun would be obstructed at any time in the year would be approximately <br /> one hour (1 hour and 7 minutes~. <br /> <br /> 2) Anything constructed at the property line to a height of 19 feet or <br /> higher would have a greater impact on the obstruction of the sun than <br /> would the proposed fill development. <br /> <br />b. There currently is a stand of evergreens along at the rear of the properties <br /> adjacent to the landfill on the west. These trees are largely Norway Pine, <br /> which can reach a maximum height of 70 feet, with a normal height of <br /> approximately 35 feet. Currently these trees vary in height from approx- <br /> imately 18 to 28 feet. <br /> <br />TREE DEATHS: Residents, adjacent to the landfill on the west, have suffered <br />losses of No~ay Pines at the rear of their properties by runoff of lime sludge <br />which has altered the soil pH. <br /> <br />a. The problem of Norway Pine losses in this area was asked of the County <br /> Agricultural Extension Agent. The County Agent has reviewed the matter <br /> and indicated the following: <br /> <br /> 1) The effects of the 1976=77 drought are just now becoming apparent; <br /> <br /> 2) The trees are planted too close together and should be thinned out; <br /> <br /> 3) The soil is Hubbard soil, which is an improper soil for such a heavy <br /> planting of Norway Pine (the soil has very little top soil and is <br /> too well drained). <br /> <br /> 4) The trees are infected with Powderpost Beetles and Zimmerman Pine <br /> Moths. <br /> <br /> 5) ~o years is'not a long ~no~gh'period of time for ~ change in soil pH <br /> to cause the. tree losses present at this time. <br /> <br /> <br />
