TO: City Administrator

FROM: Assessor
SUBJ: May report
DATE: May 23, 1979

My main concern at the present time is the big di ~f~erence of value
on the building permits and the value Council sets for estimated market
value. The permit value on the Super Bowl was $520,000 and Council set
the estimated market value at $375,000. My estimated market, land included,
was $440,000 Which is $80,000 less than the permit-value. Land and improv-
ment value was $18,000. It would appear that the State's figure per sq.
ft. on building of this sort is unrealistically high. Maybe their main
concern is the surtax they receive for permits issued.

I was pleased with the Board of Review in general. The number of
complaints with the S000+ parcels we have in the City if very low. The
inflation percentage raise for the 1980 assessment is set at 14%. .09%
was the raise for 1979. Using the 14% raise still doesn't bring the sales
ratio up to more than about 93 or 94 which is where it should be.

I have finished viewing Riverwood Hills plat and will continue with
the viewing for 1980. This would be the portion colored blue on the maps
posted here in the office.

This concludes my report.

Submitted by,

Les Wirz

L~: as
