ENCLOSURE TO D-3 CASE #15

On December 22, 1977, the Metro Council awarded the City of Ramsey a
Community Comprehensive Grant of $4,096. The City of Ramsey also had
to match this amount with $1,930 which you did on May 10, 1979.

Now, at the time the above grant was awarded to the City of Ramsey,
there was language whereby the City of Ramsey would qualify for addi-
tional Metro Council grant money in the amount of $4,412 which would
bring the total grant Metro share to $8,508. The City's share if the
City elects to receive the additional grant of $4,412 would be 25%
($1,103.00). However, we may subtract our previous planning costs
such as the sewer study, airport study and park study that part which
would have been done by a planner. Consequently, our share would be
considerably less.

I have gone over this whole Metro Council grant with Mayor Gamec and
I'm sure he would like to comment on it.

I do recommend that you proceed with this second grant amendment in
the amount of $4,412. I also think/recommend that Council and the
Planning Cormmission make sure it accomplishes what you want done. Now~
you can change the scope of the study but when you change the scope you
have to clear it through the Metro Council (Jim Barton's office). This
has to be done so they know what we're doing and thinking and we will
in turn find out their thoughts on this planning exercise. Ultimately,
when 'this is all through, we will have a~_.~Comprehensiye Plan.

In view of the paragraph, I have asked Wehrman, Chapman & Assoc. to
cease work until you and the Planning Commission can make a thorough re-
view of the scope of that is set forth in the grant as you may well want
to change it.

Enclosure (1) is furnished as information.
