4/2/79

Item 6. Walter Knackstedt
Mr. Kn'ackstedt was present to explain that he has access to his propet, ty,
however, that it does not have frontage on a public street and he wants to use
a deeded access through his neighbors property for access. The Commission ad-
vised him that it would be to his benefit to request permission to construct a
street using the deeded e~sement, and also suggested he contact Mr. Brown with
the possiblity of selling him a portion of the property to alleviate his problem
of being landlocked. It was pointed out that even though he does have access
to the .rear of the property from a city street, there would be problems with
services to the property. ~
..... ~7~~.~'~'~.~:~'.~.~-~..~'~''~ .~erry Zimmerman arrived 10:30 p.m.
ItemT~-'~Hedstrom Elec~r.ic.- Request-for Varianc~ ..
~'Mr...Hedstrom'was pre-sent'requesting variances to allow him to build additions
onto existing buildings which presently do not meet the sideyard setback re-
quirments. It was pointed out that he would have to handle the drainage problem
and Mr. Hedstrom stated'~hat everyone elses property was draining onto his, and
this was the City's problem, not his. Mr. Goodrich. suggested that he obtain
drainage easements, and Mr. Hedstrom s.tated that if it is going to get so in-
volved, he would just forget the build-ing planned for the rear of the property,
and just add on to the present ones. Ken Peterson explained that he would have
to show a plan which Provided adequate parking without using the area over
the present septic system. Ron West asked if he would be willing to .handle the
drainage problem if variances were granted? 'Ken Peterson explained that this
would mean a plan that would meet with the Engineer's approval. Mr. Goodrich
stated that the variances would be considered by the Board of Adjustment.
The Commission recommended that Mr. Hedstrom revise his site plan to eliminate
parking over the septic area, to indicate an approved drainage plan, and
adequate parking area, and also recommended that the Board of Adjustment allow
variances if Mr. Hedstrom would reduce the length of block building to be in
line with the other and deed enough footage to the City for a future extension
of Front Street. It was the consensus of the Commission that the Board of
Adjustment should conduct a public hearing on the request for variances, and
if it is their decision to grant them, that the variances be contingent on -
final review by the PlAnning Commission of the drainage, parking, and screening
for the site. Also requested will be a variance for the setback requirement
on the new proposed storage building in the rear of property..

Items 8 & 9. Klemish Sketch Plan
MP. Ed Klemish was p~esent with a sketch'plan located no~th of Shady Lawn
Estates with less than 2.5. acme lot.size. The consensus of the commission
was to deny the plat and advised MP. Klemish that he could eithem Eo to the
Council, oP p~oceed with a plat of 2.5 acPe lots. M~. Klemish stated that
he felt this was the best division of the parcel, and if PequiPed to have 2.5
acme lots, he would have to ~ive money in lieu of-.pa~k land adjacent to T~ott
BPook. Mm. Klemish was infommed that the sketch'plan needs Pevlewal by the
PaPk Commission £i~st, and in the event he mevises the sketch he should plan
on still showinE land fop dedication to pa~ks.
