ME 0 P 0 L I TAN C OU IL <br />300 Metro Square Building, Saint Paul, Minnesota 55101 <br /> <br />MEMORANDUM <br /> <br />TO: CAB Facility Study Committee <br /> <br />FROM: <br /> <br />SUBJECT: <br /> <br />June 14, 1979 <br /> <br />cc: Fred Arnold (MWCC), Jim Barton, Jack Frost <br /> Lee Starr~ <br /> <br /> Summary of CAB Facility Study Committee Meeting <br /> June 11, 1979 - Champlin <br /> <br />Briefing on Metropolitan Waste Control Commission's 201 Northwest <br /> <br />Area Studx <br /> <br />The briefing was a preview of the presentation that will be given to <br />local officials on June 27 at 7:30 in Brooklyn Park. <br /> <br />The Northwest Area Study objectives include facilities planning for <br />Sewer Service Area Three consistent with the Metropolitan Council's <br />208 Water Quality PRan, cost effective analysis for facilities alter- <br />natives, and an environmental assessment for selected facilities. <br />Activities of the study will include public involvement, design <br />criteria (design criteria technical memorandums will be reviewed with <br />the affected communities), environmental assessment, system analysis <br />(including cost effective analysis and alternative costs of treatment <br />at the Anoka and Metro plants), preliminary design and coordination <br />with other 201 studies. <br /> <br />The Northwest Area Study must be coordinated with other related 201 <br />studies including: residual solids (sludge disposal from the Anoka <br />plant), combined sewer overflow (consideration of infiltration and <br />inflow and capacity in the Minneapolis East and other downstream <br />interceptors), metro plant (levels of treatment and associated costs, <br />pa~ni~ularly for advanced waste nrea~ment) and nhe sy~en~ide a~alysi~ <br />(to ensure comparable cost comparisons). <br /> <br />The Northwest Area Study will also include a cost effective analysis <br />for the Anoka interceptor. This is part of the information needed <br />for PCA to make a grant eligibility determination for this facility. <br /> <br />The cost effective analysis for the Anoka interceptor and the <br />preliminary selection of a facility alternative to serve Anoka, <br />Brooklyn Park, Champlin and Ramsey should be complete by August 1979. <br />The entire Northwest Area Study should be finished by late Marh 1980. <br />The public hearing on the entire MWCC 201 plan should occur in June 1980. <br /> <br />This schedule should provide a timely basis for de~isions on whether <br />the Anoka interceptor will be financed by metropolitan funds or grants, <br />and information on the immediate and future function of the "interim" <br />force main from the Anoka interceptor to the Anoka plant.
