- 2 - <br /> <br />expanded Anoka plant is the better alternative for service should be <br />able to be made by mid-1980. This decision could then be reflected <br />in an amendment to the 1980 MWCC Development Program. <br /> <br />Anoka Interceptor Plans and Specifications <br /> <br />Plans and specifications for the Anoka interceptor are currently being <br />reviewed by'the Metropolitan Council. PCA has indicated the facility <br />would be placed on the FY 1980 (October 79-October 80) project list if <br />it is determined to be grant eligible. Cost effective analysis infor- <br />mation from the 201 Northwest Area Study and other data, including <br />information about existing pollution problems that would be abated by <br />the facility, will be provided to PCA by MWCC staff probably during <br />August. PCA will evaluate this information and indicate the extent <br />of grant eligibility. If the interceptor is grant eligible, construction <br />would probably begin in late 1979 or early 1980, depending on when' <br />the grant is secured. If the interceptor is not grant etigib!e,~ the <br />MWCC would use metropolitan funds'to finance its construction. This <br />decision would probably occur in conjunction with Metropolitan Council <br />review of the MWCC Capital Budget early this fall. If metropolitan <br />dollars are used, the facility may Be under construction by late <br />fall 1979. <br /> <br />The plans and specifications that have been ~prepared for the Anoka <br />interceptor do not include an extension from TH 47 to the Rum River. <br />Anoka feels strongly that this extension should be built now since the <br />city will be instal%ing utilities in the corridor (local streets) <br />proposed for the interceptor. Metropolitan Council staff feeling is <br />that the extension will not be needed to serve Andover until 1990, and <br />that it does not seem logical to spend $600~000 at this time to build <br />a facility that will not be needed until 1990. This position is based <br />on the premise that other acceptable corridors are available for the <br />extension in the future. The CAB Committee felt they could not take <br />a position on this issue until they had more details on the availability <br />of alternative corridors and the timing of Andover's service needs from <br />the Anoka interceptor. <br /> <br />Service to Ramsey was also discussed. Basically, Ramsey must document <br />the type and timing of service it desires from the west end of the <br />Anoka interceptor, and the second Ramsey connection through plans <br />prepared under the Land Planning Act. This planning would assume the <br />second Ramsey connection would be built by 1984. In regard to interim <br />service to Ramsey through the existing Anoka plant, Champlin indicated <br />they would oppose any proposed service to Ramsey that would occur <br />before southern Champlin received service. <br /> <br />The next meeting of the CAB Study Committee will address the Metropolitan <br />Council review report on the Anoka interceptor plans and specifications <br />and related issues, including the proposed interceptor extension to <br />the Rum River. <br /> <br />LS:im <br /> <br /> <br />
