Staff advises me that <br />alightly more refined estimates, based on some new data which has recently be- <br />come available, may become avaJlable and I will send you an updated versJon <br />if the numbers change much. If you would like us to do a computer run on some <br />other cities perhaps you would get in touch with me either in. St. Paul or in <br />Center City. <br /> <br />My only observation'is that the 1979 changes will not make the people in Ramsey, <br />or in the other developing communities, too happy. The new formula does take <br />care of some of your problems; yet, the resul~ is nowhere near what we had in <br />mind earlier in the session. In fact, in per capita terms, you are further <br />behind Isanti, for example, in 1981 than you were in 1979. <br /> <br />At any rate, after you'have digested this and had an opportunity to prepare notes <br />with your staff and colleagues in neighboring communities, please feel free to <br />call me to arrange for a sit-down conference. I would like to be a part.of any <br />'further planning sessions you might have relative to this very difficult matter. <br /> At the very least this chart, arising out of changes made in 1979, will only <br /> serve to prove further to legislators the problem which the present aid formula <br />· is engendering. Confronted with this information the League of Cities must see <br />more clearly than ever the problems that the Ramseys of this state are facing. <br />I am terribly disappointed. I expected that the changes affected in 1979 would <br />work to Ramsey's greater benefit.
