The full width of the right-of-way of each street and <br />alley shall be graded, including the subgrade of the areas to be paved, <br />in accordance with the standards and specifications established by the <br />city. <br /> <br /> 2. A1 streets in the 1990 urban area and the transitional <br />area, as defined by the ~msey ~ty Zoning ~de, shall be paved with <br />concrete or bituminous surfacing in accordance with the standards and <br />specifications which have been adoptec by resolution of the city <br />council. <br /> <br /> 3. Ail private driveways providing access to public right- <br />of-way shall approach to grade level. <br /> <br /> 4. Street signs of a design approved by the city shall be <br />installed at each street intersection at the subdivider's expense. <br /> <br /> 5. Minimum city road construction standards must be met for <br />one (1) year from the date of final acceptance of the street. In order <br />to insure that the street is constructed in the proper manner, the sub- <br />divider shall post a surety bond or other satisfactory' security in the <br />amount of Five Thousand Dollars ($5,000.00) per street mile, with a <br />minimum of Five Thousand Dollars ($5,000.00); any fraction of a mile <br />shall be considered a full mile. If the city engineer determines, <br />during or at the termination of this one (1) year period, that the <br />street has not been properly constructed, the developer shall be <br />notified to remedy the problem. If he does not do so within a rea- <br />sonable time, the city may use the money deposited as security to <br />perform the necessary corrective construction. <br /> <br /> 6. No building permit shall be issued for any lot in the <br />subdivision until the improvements required by the performance contract <br />have been completed and accepted by the city, except that building <br />permits may be issued if the only improvement to be completed is that <br />of the final street surfacing. Between the period of issuance of the <br />first building permit and the city's final acceptance of the street, <br />the city will snowplow the street only and will provide no other <br />street maintenance on said street. <br /> <br />170. 039J DRAINAGE FACILITIES <br /> <br /> Storm sewers, culverts, and wa'ter drainage facilities shall be required <br /> when, in the opinion of the city engineer, such facilities are neces- <br /> sary to insure adequate drainage for the area. Ail such drainage fac- <br /> ilities shall be constructed in accordance with standards and specifi- <br /> cations established by the city. <br /> <br />170. 039K SUBSURFACE CONDITIONS <br /> <br />The subdivider shall cause tests to be made of subsurface conditions <br />to determine the nature and extent of subsurface 'soil, rock and water. <br /> <br /> <br />
