P & Z members are to review the proposed ordinance and contact Ken Peterson with
any comments.

Jim Martin questioned the bluff.line requirements for the rural area as some
of his land is on large bluffs, $0 to 35 feet high and the._setbacko~requirement
of 100 feet will make it tough to see a house, 200 feet will put the house out in
the field.

Art Dunn said Mr. Martin could seek a variance on those lots.

Mr. Marston announced that the meeting next month would be regarding the
environmental section, the following month will housing plan - policy for
dealing with the housing issue,' in September the topic will be'land use.
He hopes to complete this project by the end of this year or the first part of
next year which is the time frame of the Metro Council schedule. He asked
that any issues be resolved inbetween meeting times to keep this on schedule
and if there are problems, that special meeting~will be held tO resolve them.
He urges that they thy to avoid dragging this out.

Chairman Peterson said that when they get to' the park and open spaces, that
the Park Commission should review their park plan so that when we get to 'this
it will be updated and ready to go. He will talk to Dennis Donovan on this.

Mr. Marston asked that the Park Commission take a look at the plan and see if there
are any changes on it then turn it over to their landscaping expert in his office
to point out the strong and weak points and his firm will serve in a reviewal,
advisory capacity.

Mr. Marston asked the Commission members to submit a list of concerns such as
a transportation plan that Chairman Peterson mentioned to him. This is the
kind of information he needs to WOrk-within the framework of the budget and
to put emphais on things they think-need review--such-as-'existing-zoning:
Is there too much zoned industrial? Is growth occuring outside of the
planned 1990 urban area.

A copy of Mr. Marsto~s contract and billing is to be sent to the Commission
members and the letter from the Metro Council will be important for~them to read.

MOTION by Kathleen Schneider and seconded by Gerald Zimmerman to recOmmen~Jand
submit to the City Council for their recommendation the EnVironmental Protection
Ordinance as revised by P g Z and that the ordinances be forwarded to the
Metro Council and the Environmental Quality Board.

Motion carried. 5.-1 Deemer voted Naye due to the fact that he feels the
reforestation should be changed from 10 to 100 trees.

MOTION by Ben Deemer to change the reforestation amount from 10 to 100 trees or
leave the paragraph out completely.

Motion died for lack of second.

-5-
P g Z Special Meeting 7/9/79
