Fire Contracting with Elk River - Lester and I met with the City Admin- <br />istrator of Elk River, Tuesday morning, July. 17, 1979. We discussed their <br />billing to the City of Ramsey and area of coverage. However, we didn't get <br />it resolved at this meeting as we want to schedule another meeting with both <br />fire chiefs (Anoka and Elk River) to define area to be covered. The other <br />factor was that the Elk River telephone exchange didn't return our map soon <br />showing the area of Ramsey their exchange covers. We should have this total <br />matter resolved by next Council meeting. <br /> <br />2. Legislation - The following is submitted on this subject matter: <br /> <br />a) Legislation regarding subdividing land by platting instead of metes <br />and bounds - ~onday afternoon, July 16, 1979, I, along with Bill and <br />Steve Klein from St. Francis attended a Senate Hearing over at the State <br />Capitol. ~ir. Nowlin, the Attorney for the Metro Cotuncil gave a very fine <br />presentation why the current law should be changed. At this hearing they <br />didn't receive any testimony from those who may oppose any change to the <br />law. However, Mr. Holker and his Attorney, Mr. Nielson were present at <br />this'hearing. There will be smother hearing on this matter August 7, 1979. <br /> <br />b) State Local Aid - While over in the State Capitol on Monday, I did <br />visit the Governor's office to see if they were doing anything about pro- <br />posed changes to the local aid formula during the next legislative session. <br />My only accomplishment there was to be given a list of about six different <br />individuals to call in State Planning and Tax Research which I haven't <br />accomplished to date. I also called on Senator Moe's office and McCutchen's <br />office to see if they were scheduling any public hearings on it. <br /> <br />I'm also enclosing the following for your information: <br /> <br />a) Local Aid Formula - This gives the formula for cities that are under <br />the levy limitation and cities not under the levy l~m~tation. In either <br />situation the City of Ramsey does not fare too well under this last legi- <br />slative session's change to the local aid formula. Please refer to en- <br />closure (Dl-a). <br /> <br /> <br />
