b) Circuit Breaker and Homestead Credit - I gave Tax Research Section of the State Revenue Department a hypothetical case and they applied the C~rcuit Breaker and Homestead tax laws to it. Please refer to en- closure (Dl-b). The importance of all this to the Council is there are many communities who probably in reality do not actually pay any taxes (property taxes) to run their community due to the above laws. I would venture to say in reality to the above that citizens in Worthington, Montevideo~ Fergus Falls, Brainerd, liilaca, Isanti as a starte~ that by the time these cities gets its local aid and the citizens of these cities get their return on circuit breaker they are home free on their property tax when considering the above on a whole. Summary - We are going to have to bear down on this local aid issue prior to the next legislative session. 3. City Budget - In this agenda you will be receiving the 1979 projected budget for the remaining six (6) months. It is a v~ry detailed report which explains any increase/decreases. I hope you have time to review it in depth as it gives you a very good management picture of the City during its first six months and what is projected during the next six months of this budget's tenure. This document had to be completed prior to commencement on the 1980 budget'~document. 4. City Audit for 1978 - The audit for 1978 has been completed and ~. Lilja of Deloitte, Haskins and Sells will be present at your meeting of August 13, 1979 to review it with the total Council and Staff. I would like to have Council commence that meeting of August 13, 1978 at 7:00 P.M. and ~/devote._ the first half hour to the review of the 1978 audit document. 5. Metro Planning Grant'- Please refer to enclosure (Dl-c) schedule for com- pleting Metro Planning Grant. When this is completed and submitted to the Metro Council for their review and acceptance.your Comprehensive Plan will be completed. Consequently~ you are looking at first or second quarter of 1980 for its completion and acceptance. 6. Letter of Intent Regarding Airport - This has been sent to Assistant Commissioner Larry McCabe of the llinnesota Department of Aeronautics Section and a copy to the Metro Council. 7. Sign on Highway #47 - Notified Roger Raudio that he has to obtain per- mission from the State and also apply at the City for a sign permit to locate his sign on the parcel on Highway #47 just north east of the old city hall. We are checking to see if the sign is in the road right-of-way. Sent him an application to fill out. LGS:sb
