5. In those areas where screening is required, all open areas <br />of any site, ]ut, tract, or p~'~rcel shall be graded to provide proper <br />drainage, and except for areas used for parking, dr~ves or storage, <br />shall be landscaped with trees, shrubs, or planted ground cover. Such <br />].andscaping shall conform with the screening and landscaping plan <br />approved by the planning commission at the time the building permit <br />was issued. It shall be the owner's responsibility to see that this <br />landscaping is maintained in an attractive and well kept condition. <br />This prov~dion w{ll apply to the original developer, his heirs, suces- <br />sots and assigns. A performance bond or cash escrow on the provisions <br />of the screening and landscaping section shall run to the City of <br />Ramsey for a period of two (2) full growing seasons following installa- <br />tion. The bond or escrow amount will be a reasonable estimate of the <br />project cost as determined by the city engineer. <br /> <br /> 6. In residential districts, fencing other than for solely <br />decorative purposes shall be restricted to side and rear yards. Maxi- <br />mum fencing heights in residential districts shall be six (6) feet, <br />except eight (8) feet shall be allowed where neighboring land asthetic <br />values are not adversely affected. <br /> <br />170.014I DRIP{WAYS <br /> <br /> 1. No poured concrete driveway shall project beyond the prop- <br />erty line into a street right-of-way where curb, gutter and permanent <br />surfacing is not in place. <br /> <br /> 2. Bituminous driveways adjacent to unsurfaced roadways shall <br />be terminated three (3) feet from the edge of travelled roadway. <br /> <br /> 3. Bituminous driveways on surfaced roadways may extend to <br />and adjoin the existing bituminous. <br /> <br /> 4. Driveways of any type surface shall maintain a three (3) <br />foot side yard from adjacent property lines. <br /> <br /> 5. No residential driveway shall exceed twenty (20) feet in <br />width at the goint where it adjoins the street. <br /> <br /> 6. No single residential lot shall have more than one drive- <br />way access onto a public street. <br /> <br /> 7. No residential driveway access shall be allowed ~nto <br />designated collector or thoroughfare streets. <br /> <br /> 8. Where necessary, the lot owner shall install a culvert <br />of adequate size, as determined by the building official. All culverts <br />shall be a minimum of fifteen (15) inches in diameter.~ <br /> <br />170.014J STRUCTURE ELEVATION <br /> <br />The finished lot grade elevation of all buildings, as measured~ at the <br />building, shall be a minimum of eighteen (18) inches.above the center- <br />line grade of the adjacent public roadway. <br /> <br /> <br />
