It shallI unlawful within the limits o( )he City of Ramsey for any person to park any mobile home on any street, alley or highway, or other public place, or on any tract of land owned by any person, occupied or unoccupied, within the City of Ramsey, except as provided in this chapter. 2. .Emergency or temporary stopping or parking is permitted on any street, alley, or highway for not longer than three (3) hours subject to any other and further prohibitions, regulations, or limit- ations imposed by the traffic and parking regulations or code for street, alley, or highway. 3. No person shall park or occupy any mobile home on the premises bf ~ny occupied dwelling or any lot which is not a part of the premises of any occupied dwelling, either of which is situated outside of an approved mobile home park; except, the parking of only one travel trailer of less than 500 square feet in floor area is permitted, providing no living quarters shall be maintained or any businesses practiced in said travel trailer while such. travel trailer is so parked or stored. ~. One house trailer or mobile home may be placed upon any tract of land by the owner of said tract and be used for temporary dwelling purposes for a period not in excess of 90 days, upon obtain- ing from the city council a permit theCefor. Applications for such shall be made in writing to the building i~spector, and it shall be his duty to submit such application to the city council at the next regular meeting thereof. The city council may in its discretion gr,ant~ or deny such permit and may require as a condition.to the granting pf said permit or any renewal permit that the applicant appear in person before the council and be examined as to his plans for a permanent dwelling and other matters relative thereto. In no event shall a permit be issued unless a building permit for a permanent structure has been acquired for a home to be located on the subject premises, and construction on the permanent structure must commence within thirty (30) day{ from the date of issuance of the temporary mobile home permit. 5. At the time of issuance of the temporary mobile home permit, a certified check or surety bond in the amount of Three Hundred and O0/100ths Dollars ($300.00) payable to the city shall be~required. Failure on the part of the owner to remove the mobile home within the specified time shall result in the forfeiture of the escrow deposit or bond ....
