TO:

FROM:

DATE:

SUBJ:

City Administrator

Street Supt. Merle Mevissen

July 18, 1979

Traffic Stop Sign at the intersection of 154th Lane and Kangaroo St.

Traffic observation on 154th Lane N.W.

On June 28, 1979~ I observed traffic on 154th Lane N.W. between Jackel St N.W.
and Marmoset St. N.W. The time of'observation was from 10:00 AM to 11:00 AM
and 2:30 PM to 3:40 PM. In the two hours that I sat there, I saw no speeding
cars. In fact I estimated the average speed to be about 20 - 25 MPH. There
were children riding bicycles on the road not obeying traffic laws. One ear
driving eastbound on 1Sqth Lane had to stop'to let two children on one bicycle
going west get by. There have been times when I have been driving through the
area and have seen very young children on the street with big wheels and tricycles
and wouldn't move when I blew the'horn.

In this two hour time period that I observed traffic, there were 8 cars
and some of these were people who~iive on 154th Lane and some were from the north
part of Whispering Pines. I don't feel this low traffic volume warrants a stop
sign. I think we should tell these people what~a road,is to-be used'for~ defin-
itly not a playground.

I talked to the State Traffic Engineer about this situation and he said
that sometimes stop signs increase the speed of traffic because drivers get
irmitated about having to stop for no reason and there is always the problem
of tires screeching when stopping and starting which will again agravate the
homeowners.

I put up 30 MPH speed limit signs in the area and also two "Watch for
Children" signs on 154th Lane. I feel the Police should patrol the area more
and wa~n the children and parents about the danger of playing in the street.

Merle Mevissen
