Public p earing
October 17, 1977
PaEe F our

being decreased by creating the large lot sizes. ;.rr. ~ereson told him that
Ramsey's actions are for the development and best welfare of the City and
cannot be held responsible to guarantee a return on anyone's property.

~r. 5arstow said that you can't blacktop for 10 acre lots. Mr. ],~ereson
said that an alternative may be tsar if a developer was doing a nice job
for the City in plotting etc. that the City could certainly review a case on
~ts individual merits.

George Fiqquis wanted to know if the zoning line could be moved up'to follow
Trout Brook to maintain the same market value on the land. Attorney Goodrich
asked what the water level was and ~<r. Pdqquis said that all the borings have
been taken and the highest level is about 6 feet and the rest about 10 - 12 feet.

I.Ir. Gustafson talked about the Grossline building and the zoning error that
occurred in the past. Attorney Goodrich told him that now is the time he
should be trying to convince the Council to change it back because the whole
map is being changed. P.e recommended that Er. Gustafson give his reasons
why he thinks it should be residential.

Mr. Oustafson said that it is commercial and if M..r. Grossline comes in and
asks for a permit to extend his lot down to Rivlyn, there is nothing that
can be done about it.

Mayor Cox asked ~'r. Gustafson what exactly he wants the staff to review at
this time and Mr. Gustafson said that lot that was always residential and
now you say is commercial. He also s.tated that it is against the ordinance
because it is not 300 feet from the river, but the City already issued a
building permit.

~ayor Cox said you would like to see the line back 30 feet from the
building as commercial -- we will then review that.

~r. Gustafson said he would like to see-the blacktop off the city boulevard
to get rid of the semi trucks parking there. Er, Nereson said that that
does not appear to be a zoning issue whereas the lo.t and zoning are.

When I,~r. Oustafson asked for the Council's opinion, Mayor Cox told him that
no decisions would be made and that it wasa time for him to put in his opinions.

Gary Petrucci asked if the tax base is lower on 10 acre lots and Mayor Cox
said not necessarily.

Richard Barstow said he owns property on 173rd and wanted to know if there is
any chance that it could be cS~nged to commercial later on. Mayor Cox explained.
the over all plan is to keep industrial and commercial in those areas that are
designated as such and that Er. Barstow's request would probably be met with
discouragement at this time.
