ANOKA JJkNDFILL Administrator Schnelle presented a letter from Robert M. Hutchison, Director, Environmental Services of Anoka County. The letter states that Arthur Dunn has made an evaluation of the terminal cover application on the west slope of the Anoka Landfill. It was found that the terminal cover appli- cation complied substantially with tbe'requirements of the County Solid Waste Ordinance and was authorized for seeding. It is anticipated that the seeding should be completed with the next week. PONDVALE ESTATES Mr. Ben Deemer and Mr. Kytonen reported on the County Highway Department reconmendations that 149th access onto County Road 5 be prohibited. Councilman Mickelson agreed that it is a poor place for an access because of the poor visibility. Mr. Deemer said the property owners in the area were contacted regarding blacktopping of the road and they don't want it under any circumstances. Councilman Mickelson asked about the drainage of the plat. Mr. Deemer replied that the water will run to the highway easement to the County ditch where it will sit and seep and if it runs over it will run down the ditch to another ponding area. The natural water course to run the water into the ditch for the cul de sac and the rest will go to the drainage area indicated on the map as the ponding basin. Motion by Councilman Reimann, seconded by Councilman Mickels°n to approve the preliminary plat of Pondvale Estates as shown on the survey presented allowing a cul de sac to be installed on 149th Lane notwithstanding the action taken by the Council on June llth. Motion carried. Voting yes: Mayor Gamec, Councilmen Mickelson, Reimannand Sorteberg. Voting no: None. Mr. Deemer stated that the bonding requirement is creating a hardshiB(operating capital for the moving of the dirt and final plat the regrading). He states that this hasn't been a practice of the City in the past. Engineer Raatikka replied that the Planning & Zoning Commission requested a bond due to the amount of dirt that was going to be moved. Mr. Jack Monkveld said that the City has that problem any. time you have dirt moved in preparing a plat. He did the majority of hiswork so that he didn't have to bond for so much. He is concerned that if this becomes a standardmode of operation it will be very limiting. Councilman Mickelson said they can just about complete the plat, ready for final plat without bonding. Administrator Schnelle said he had received a call from a Planning & Zoning Commission member regarding a person moving dirt and creating considerable amounts of dust. The development contract doesn't work properly if they perform work before final plat approval and bonding.
