Mayor Gamec said he did not feel there is a problem with waiving this <br />requirement. <br /> <br />Administrator Schnelle stated that there could be a problem where they <br />encounter a critical piece of land, such as in the critical river area. <br /> <br />Councilman Mickelson said this is not a case where the dirt is being taken <br />out leaving a big whole. This is just changing the grades and moving the <br />dirt around. <br /> <br />Motion by Councilman Mickelson, seconded by Councilman Sorteberg to waive <br />the bonding requirement for excavating the dirt for the preliminary plat <br />approval in Pondvale Estates. <br /> <br />Motion carried. Voting yes: Mayor Gamec, Councilmen Mickelson, Reimann <br />and Sorteberg. Voting no: None. <br /> <br />TRAFFIC STOP SIGN AT THE INTERSECTION OF 1S4TH lANE ~AND KANGAROO STREET <br /> <br />Council requested Mr. Mevissen, Public Works Superintendent to do a <br />study and report back in regards to the need of a stop sign at the above <br />intersection. <br /> <br />Mrs. Waterman said she talked to the neighbors who signed the petition and they <br />are very upset that the City doesn't want to install a stop sign and when they <br />opened up the road they were not given any notice and many of them were opposed <br />to the blacktopping when it came through because they knew the speed would <br />increase. Council told them at that time if there was a speed problem they <br />would handle it and Mr. Mevissen checked the speed at the deadest times of <br />the day. They have petition for tw~ years .nor for a stop sign in this area and <br />that indicates there must be some problem. The cost of having an officer <br />coming out is much more expensive than putting up a stop sign, Further, <br />154th wasn't the original exit plan. She agrees that children should not <br />be in the street, she talked to neighbors, they have disciplined them but <br />they don't always think about it and do get into the street. The average <br />kids are just forgetting and end up in the street. She said she feels the <br />lives are worth more than concern of the cost of a stop sign. She would <br />at least like it tested. <br /> <br />Mayor Gamec responded that the City Police and Street Superintendent have <br />been out in that area several times and they do not feel a stop sign will <br />solve the problem. If people do not obey the signs the problem'still exists. <br /> <br />Councilman Reimann said from his own experience he don't think there is a sign <br />made that will stop someone from speeding. It depends on the persons driving <br />habits and respect. Mrs. Waterman said she felt that people coming off <br />Armstrong Boulevard don't realize that the speed drops and she feels that <br />if they have to stop for a sign, they will decrease their speed. <br /> <br />Councilman Sorteberg said he goes along with fl~e recommendation of the Police <br />and Street Superintendent and doesn't feel a stop sign can be used to slow <br />speed. <br /> <br />July 23, 1979 <br />Regular Council Meeting <br /> Page 6 <br /> <br /> <br />
