July 19, 1979 <br /> <br />Metropolitan Council <br />300 Metro Square Building <br />$even~'h Street and Robe~ Street <br />Saint Paul, Minnesota 55101 <br /> <br /> Telephone 1612] 291-6453 <br /> Office of the'Chairman <br /> <br />Mr. Cliff Aichinger <br />Critical Areas Coordinator <br />Environmental.Quality Board <br />Capitol Square Building <br />St. Paul, Minnesota 55101 <br /> <br />Critical Area Review of the Proposed Alpaca Estates, Ramsey. <br />Referral File No. 7235-1 <br /> <br />Dear Mr. Aichinger: <br /> <br />The Metropolitan Council has reviewed the above item for consistency <br />with the Mississippi River Corridor Critical Area Interim Development <br />Regulations. <br /> <br />Our review of the proposed development indicates that only a portion <br />of the project is located in the Critical Area and subject to the <br />Interim Development Regulations. See attached map. The two rows oX <br />proposed residential lots adjoining and paralleling the river are <br />within the Critical Area. <br /> <br />The proposed project is located in a Rural Open Space district. The <br />purpose of this district is to preserve the open, scenic and natural <br />characteristics of the lands and waters.and their ecological and <br />economic functions. <br /> <br />The Interim Regulations also state that the minimum lot size in a <br />Rural Open Space district shall be five acres per single family unit <br />in unsewered areas. The proposed residential lots are located in an <br />unsewered area and all would be approximately 2.5 acres in area. <br />These lot sizes are-inconsistent with the requirements of the Interim <br />Regulations. The development would be located in an area which is <br />presently open and has been in agricultural~production. A wooded <br />terrace runs through the middle of the site. Based on the applicant's <br />plan the proposed project would alter the open character of the land <br />and remove the natural feature.of the woods and terrace to provide <br />the home sites. <br /> <br />The Mississippi River floodplain study indicates that portions of <br />the residential lots along the river would be inundated by the <br />t00-year flood levels. S~e map. The 100-year floodplain varies <br />in width from approximately 100 to 500 feet. The data indicates <br />that some houses and on-site sanitary systems along the river <br /> <br /> <br />
