(Subject to all existing easements and right-of-way)
excepting Parcel 8410 also known as 14964 Nowthen Blvd. N.W.,
Ramsey Minnesota to be rezoned a part to U~B and a part to UB.

The applicant appeared before the Planning and Zoning Commission on
August 6, 1979, at which time the Commission adopted findings of fact
and a motion, which findings of fact are hereby incorporated by refer-
ence.

That the City Council held a public hearing on the application, pursuant
to the City Zoning Chapter. That said public hearing was properly ad-
vertised and was held on August 27, 1979. That the minutes of the public
hearing are hereby incorporated by reference.

That the proposed rezoning would be an amendment to the City's Compre-
hensive Plan as amended.

That this area of land is situated on Nowthen Blvd. and is adjacent to
the Ramsey Elementary School and R-i, Residential zoned property.

UB Zoning does not conform to the City's Comprehensive Plan as amended
and UB zoning is too traffic oriented and commercial, intensified for
this area of the City. ~

UMB zoning is defined in the Comprehensive Plan to act as a buffer
between residential and commercial, and such zoning classification
is less commercial intensive than UB and U}~B perm,%ted uses create
less traffic.

Applicant did request at the City Council meeting held on August 27,
1979, that his zoning request be amended from UB to UMB for the entire
parcel.
