COUNCIL OLD BUSINESS <br />ACCESSORY BUILDING REQUEST OF STANLEY BROWNING <br /> <br />Mr. Browning appeared before Council and said he wants to build an accessory <br />build/rig at his residence, 8231 158th Avenue N.W. J <br /> <br />Mayor Gamec informed Mr. Browning that he was asked to appear before Council <br />due to complaints from people in the neighborhood. He noted that a letter had <br />been sent to him regarding junk autos. <br /> <br />Councilman Cox said everytime there is a complaint of this nature, it has <br />involved several hours of administrative time to go out and address the situation. <br />This is a residentially zoned area and doesn't permit this' type of activity. <br />Therefore, this should be denied. <br /> <br />Mr. Browning said he admits that he has done some work on cars but can't say <br />he has a business. Other people out there are doing work, one guy just moved <br />out there and is doing body work in his yard why isn't he getting complaints? <br /> <br />Mayor Gamec e~lained that Mr. Browning could construct an accessory building <br />but that he doesn't have the zoning that allows him to conduct an auto repair <br />or junk business. <br /> <br />Mr. Browning said he was under the impression that accessory buildings were <br />classed as such based on whether it had a floor. <br /> <br />Motion by Councilman Cox and seconded by Councilman Reimann to deny the request <br />of Mr. Browning for construction of an accessory building because of all the <br />staff time involved in answering to complaints and if it continues to be an unsitely <br />operation, that it will be forwarded onto the City Attorney for legal action, <br /> <br /> Motion carried. Voting yes: Mayor Gamec, Councilmen Cox, Mickelson, Reimann and <br /> Sorteberg. Voting no: None.- <br /> <br />Mr. Browning states he buys cars and sells cars once in a while to help him out <br />with his incQ]~e. <br /> <br />Mayor Gamec informed him that because of the zoning complaints that .the City <br />has received that he must clean it up. He informed him that he could build <br />an accessory building for a non-co~ercial activity, but that he has to come <br />in and apply for a home occupancy permit if he is conducting a business <br />activity in a residential area. <br /> <br />Mr. Browning asked what about his neighbor who is doing work at his residence. <br /> <br />Mayor Gamec said the City would have to receive a complaint on it, that the <br />City is not necessarily going to go out and look for these problems, but if <br />it is something that is causing debris etc., that affects health,' welfare or <br />safety of citizens, then the Council has to take action to protect the general <br />well being of the citizens. <br /> <br />Mr. Browning asked about adding onto his garage. <br /> <br />Mayor Gamec informed him that he could make an application for an addition and that <br />he could not have any outside storage or junk automobiles. <br /> <br />Councilman Sorteberg added that he cannot repair vehicles without a home <br />occupation permit. <br /> <br /> <br />
