TUNGSTEN AND FRONT STREET STORM SEWER PROJECT <br /> <br />Engineer Raatikka presented two letters from the PCA stating requirements <br />that must be met prior to draining water into the Mississippi River. <br /> <br />The City has to adopt a plan or system as to how they will handle spillovers <br />and the plan has to be submitted to the PCA for approval. Council should <br />direct the staff to prepare a plan for spill prevention and authorize <br />sending this letter to the PCA (this mainly concerns gas and oil spills) <br />Someone in the City would be responsible for blocking the last manhole so <br />it cannot reach the river. Sandbagging would be kept readily available <br />to stop spillovers from reaching river. <br /> <br />Administrator Schnelle pointed out that the City has had to delay the <br />project for these people for one reason or another and this will raise <br />the interest cost and pollutants are far greater up the river with. NSP, etc. <br />than this area and this delay will keep the cost of the project up. <br /> <br />Councilman Cox said someone should contact the people at PCA and inform <br />them that the complaints are comi.ng from a person that complains continually <br />and that the people who are trYing to cooperate and work with the complainant <br />are going to suffer additional cost in this project and mention the State <br />Aid issue at the same time. <br /> <br />Engineer Raatikka stated that he did mention the feud between the commercial <br />area and the residential area to the PCA. <br /> <br />Mayor Gamec suggested something be sent to the complainant on the extra cost <br />he is causing a lot of innocent persons and those who are trying to do the right <br />thing to help the homeowners and the homeowners are not paying for it, the <br />commercial people are. <br /> <br />~tion by. Voting yes: Mayor Gamec, Councilmen Cox, Mickelson, Reimann <br />and Sorteberg. voting no: None. <br /> <br />CHANGE ORDER ON VARIOLITE STREET <br /> <br />Engineer Raatikka reviewed the status of the Variolite Project. <br />He reported that the contractor would not do the work for the amount of the <br />change order presented at the last meeting. He made a few modifications and <br />it can now be done for $5465. <br /> <br />Councilman Cox reported that he walked the road and that it was like walking <br />on a mattress. <br /> <br />Councilman Reimann said he also had inspected the road and agrees that in <br />different places the road is "soft". <br /> <br />Regular Council Meeting - September 24, 1979 <br /> Page 6 <br /> <br /> <br />
