Meeting regarding Ramsey Community School Program.

Councilman Cox asked what comments should be made at the meeting by persons
representing Ramsey.

Mayor Gamec said that he would stress youth and not as much adult programs,
leave politics out of it. Regarding funding community school, it looks
llke the City is going to get out of it. The school has to have some
involvement or the City would be better off taking over their own program
and hiring their own coordinator.

Councilman Cox stated that the enrollment from Ramsey is large, and the
children from Ramsey are sent to other schools in the areas--he would like
to see a facility in this community.that the children can attend and utilize.
A better portion of the City of Ramsey budget should come to the City to upgrade
its facilities and be used to contribute to things such as the Titterud
Park area.

Mayor Gamec said the school is going to experiment using some of the City parks
in the new program.

Mayor Gamec noted that the Anoka parks are getting overcrowded and questioned
if the City would want children bussed here to participate from Andover and
Champlin.

Councilman Cox said to tell them that Ramsey contributes to the local aid and
they are getting Ramsey's money to develop their parks with. He asked that
the local aid issue be stressed so the City could get their fair share.

STAFF REPORTS

Administrator Schnelle's 'Report

Adminstrator Schnelle raised the question of what to do with plats whose
development contracts are expired or expiring that have 'not completed the
necessary requirements.

Council informed Mr. Schnelle to present those plats so that the City' can
proceed under the terms of the performance contract and City Code to have
the work completed through the bond, escrow, etc.

Building official and Assessor Reports were accepted as presented with no
comments.

OLD BUSINESS

BROOKVIEW ESTATES pUBLICIMPRDVEMENT

Motion by Councilman Cox and seconded by Councilman Reimann that based
on review of the project again including presentation of the feasibility
report by the City Engineer, and with regard to the citizen input at the
just adjourned public hearing, that the project continue to go forward and
tha~ the'Council affirm its action taken on February 26, 1979

Regular Council Meeting - 9/24/79
Page 4
