Chairman Peterson asked Street Superintendent Mevissen's opinion regarding the service road along Highway 10. Mevissen said he and Engineer Raatikka checked it out and that it could start west of Ko~ar's but he questions if there is enough room for a se~ice road in the area of Sunfish Lake Boulevard especially when it is signal ized. Discussion was held regarding laying pipes under the roads as they go in for future services in the Industrial areas. Administrator Schnelle suggested that casings or tubes be installed under the roadways for future services. Street Superintendent Mevissen reported that there is a ten-year plan on upgrading, rebuilding, filling, etc., of existing roads. A discussion was held on the possibility of the 'City oiling streets to create paved surfaces and keep dust down versus blacktopping and it was noted that this has been done in other cities for instance, Duluth. Engineer Raatikka said that this proc~dure doesn't work out on sand base, and that it w~uld be almost as expensive as blacktopping. Mr. Marston's billing for September/October was reviewed and discussed. There are some questions as to exactly what is or has been done, for instance in transportation, to accumulate to the amoun~of the expenditure on the City's end. Ben Deemer noted that he contacted the Metro Council and League regarding their proposed method of classifying the Industrial area and he reviewed_ the datawhich hepresentedon ~he~-~ndustrial~classifications .... He noted .... that perfomance standards as-shown-under Item B may be a consideration- for use in our ordinance, which basiCally is adopting Minnesota PCA standards. Questions were raised as to how these standards would be enforced, and A. Peddycoart is to call Eagan to find out how they enforce their ordinance. Meeting adjourned at 9:05 P.M.
