SECTION 10. (Limitation on Certain Public Projects) <br /> <br />Virtually prohibits public sanitary sewer and water systems. An exception <br />is made for certain rural water systems designed for farm purposes. <br /> <br />SECTION I1. (Protection for Normal Farm Practices) <br /> <br />Limits local restrictive ordinances that interfere with normal farm practices. <br /> <br />SECTION 12 (State Agencies to be Supportive) <br /> <br />Directs state agencies to be supportive of farming in agricultural preserves. <br />Requires that agency regulations be reviewed for their effect on farming, <br />and modified, if necessary, so that they are supportive of farming in agri- <br />cultural preserves. <br /> <br />SECTION 13. (Priority for Family Farm Security Loans) <br /> <br />Tells the commissioner of agriculture to direct the Family Farm Advisory <br />Council to give priority to applicants farming in agricultural preserves. <br /> <br />(MOTE: The intent here is that if it is necessary to choose between an <br />applicant located in a preserve, and one not in a preserve, the farmer <br />in the preserve should get the aid. It is not intended to restrict <br />assistance only to applicants in preserves. <br /> <br />SECTION 14. (Annexation Proceedings) <br /> <br />Requires that new annexations must either be agreed to by the owner, or that <br />the expiration date is set and will occur within five years. <br /> <br />SECTION 15. (Eminent Domain Actions) <br /> <br />Imposes a process for review of most eminent domain actions before they can <br />proceed. Places advocate on notice that it must show that no reasonable <br />alternative exists. Requires a public hearing in the vicinity of the preserve. <br />Process is conducted by the Minnesota Environmental Quality Board. <br /> <br />SECTION 16. (Conservation) <br /> <br />Presumes that good soil and water conservation practices will be followed by <br />all owners. Provides process for review and correction if excessive erosion <br />occurs. A fine of up to $1,000 plus $50 per day is possible for failure to <br />maintain good conservation practices. <br /> <br />SECTION 17. (Land Use) <br /> <br />Requires that land be used solely for farming. Additional residences only <br />for farm labor or immediate family. <br /> <br /> <br />
