We look forward to this guidance and the more mean- <br />ingful impact that a membership organization will have on national <br />communication policy and perhaps even on the cable industry itself. <br /> <br /> When you join as a Charter Member of the Center, your member- <br />ship fee brings you the following benefits: <br /> <br />Telephone and/or written response to your immediate <br />problems. Answers are readily available from our <br />experience with hundreds of other communities. <br />There is no need for you to "reinvent the wheel." <br /> <br />A monthly newsletter, Cable Reports, that covers <br />all the new developments in cable technology, fran- <br />chising arrangements, and economics of new cable <br />services, as well as keeping you and your staff <br />abreast of congressional action, Federal Communica- <br />tions Commission rulemakings, and court decisions <br />affecting cable operations. See the enclosed bro- <br />chure for more details on this expanded Center <br />newsletter. <br /> <br />Major technical bulletins on cable issues of special <br />interest to local officials. Subjects under develop- <br />ment include: techniques for evaluating financial <br />statements, state-of-the-art engineering updates, <br />and franchise renegotiation strategies. Written in <br />clear, nontechnical language. <br /> <br />Periodic national surveys of governmental, educa- <br />tional and institutional uses of cable; rate struc- <br />tures, programming, and new services. <br /> <br />Assistance in making direct contact with the FCC, <br />the National Telecommunications and Information <br />Administration or Congress on any regulatory issue <br />in which the Center's intervention might be of <br />assistance. -~ <br /> <br />The Center will plan, staff and manage periodic <br />regional seminars. Workshops, panel discussions <br />and lectures will allow local government officials <br />to discuss common problems as well as national and <br />state regulatory issues. <br /> <br />The Center will establish a clearinghouse to encour- <br />age the exchange of members' ideas, plans, success <br />and failure stories, experiences with various cable <br /> <br /> <br />
