-4-

The Center can continue to make a large contribution to
solving local governments' cable problems--but we need your
support now, during this period of transition.

Our new newsletter will start on its monthly schedule in
October 1979. If you send in your annual membership fee for
1980 before October 1, you will receive 15 issues of the news-
letter instead of 12.

I feel confident that when you consider CTIC's modest mem-
bership fee in light of the franchise fees that a well-developed
cable system will generate, you will realize the value and impor-
tance of being a member of CTIC. The assistance we can give you
in structuring a regulatory program will in itself pay for the
cost of membership many times over.

I urge you to join the 'Cable Television Information Center on
behalf of your local government today. Simply select the appro-
priate membership category on the enclosed invoice and process it
through your disbursements office. At the same time, we would
appreciate your mailing the attached Acceptance Notice to us in
the postage-paid envelope I have enclosed. This will allow us to
activate your membership immediately.

I look forward to being of service to you in your dealings
with cable television issues.

Sincerely,

Harold E. Horn
Executive Director

HEH:rb
Enclosures

P.S.

CTIC's change to a membership organization will meet the
need often expressed by many cities and counties for a
forum that can facilitate the exchange of needed informa-
tion and experience among local governments. Your mem-
bership will permit CTIC to continue its objectivity by
maintaining no interest or affiliation with any part of
the cable industry.
