Pearl Norman, 173rd and Germanium talked about drainage and that the
water run off is going the opposite way it is supposed to and their
explanation was that someone is going to oil it.

Engineer Raatikka reported that this problem was corrected on Monday.

Ron Bolduc, 17035 St. Frandis Boulevard, who owns Outlot A and B
wants to know if he will be assessed for both units.

Engineer Raatikka s~id they assessed Outlot A for two units and
did not assess Outlot B. Outlot A could be divided into two parcels.

Mr. Bolduc said he did not think he could sell the land as two parcels.
He asked if any of the other residences were being assessed for two
units.

Engineer Raatikka said there weren't any that were five acres or more.

Mr. Bo]duc stated that he did not receive notification about the project.

Mayor Gamec replied that a letter was sent to him and there was
publication in the Anoka County Union.

Mayor Gamec also explained that at the time of the first public hearing
there had been some misunderstanding and that Neon Street was not
recognized as being part of the project due to the fact that it turns
into 170th, and the address on file for Bolduc's was incorrect.

Mrs. Bolduc asked if Outlot A could be split and sold.

Engineer Raatikka said under the present ordinance it could.

Councilman Cox asked if consideration had been given that Mr. Bolduc's
driveway is on St. Francis Boulevard, and that is the access to his
property.

Engineer Raatikka replied that his access on St. Francis Boulevard
is grandfathered in and only the State could t&ke it away.

Mayor Gamec commented that they discussed taking accesses off of
Highway 47 or St. Francis Boulevard.

Mrs. Schwab said their driveway.goes out onto St. Francis Boulevard
and they never use that road but are still being assessed for it, she
doesn't feel they should be assessed for it.

Pearl Norman asked if the City is going to pay for the park units?

Mayor Gamec stated that it will be absorbed by the property owners.

Motion by Councilman Reimann and seconded by Councilman Cox to close
the hearing.

PUBLIC HEARING
ESTATES
10/9/79 - COUNCIL
-2-
