Consistency with Development Program <br /> <br />The plans and specifications are generally consistent with the <br />approved MWCC Development Program. The alignment, of the northern <br />branch of the interceptor was shifted further north to coincide with <br />a future city street, thereby allowing the MWCC to use the right of <br />way of the street for the interceptor. Also, during the initial <br />years of operation, the velocity in the interceptor will not be <br />sufficient to keep all of the effluent solids suspended. However, <br />the MWCC has assured us that the peak weekly and daily flows should <br />be sufficient'to resuspend the settled solids and not cause any <br />significant maintenance problems. <br /> <br />IsSues <br /> <br />As identified in the memorandum "Progress Report on the Anoka <br />Interceptor Plans and Specifications" which is dated September 7, <br />1979 there are several outstanding issues in regard to this project. <br />However, before the Capital Budget can be approved the plans and <br />specifications must be found to be consistent with the approved <br />Development Program. Therefore, the following action should be taken <br />in regard to the outstanding issues. <br /> <br />Is the Anoka Inte'rceptor eligible for state and federal grants? <br />It is proposed that the review of the Capital Budget include a <br />statement approving the budgeted amount for total Metropolitan <br />funding. It should also be stipulated that the MWCC should <br />pursue in an expeditious manner state and federal funding. <br />However, if funding is not imminent by November 15 the MWCC <br />should proceed without state and federal funding. <br /> <br />e <br /> <br />Should the interceptor be extended to the Rum River and to the <br />northern Anoka border? This action would require a policy plan <br />and development program amendment. This issue is currently being <br />discussed with Anoka and the CAB Study Committee. It will be <br />brought before the Physical Development Committee for action in <br />early October. <br /> <br />m <br /> <br />What should the connection between the interceptor and the treat- <br />ment facility be like? Since it is apparent that a solution to <br />this issue cannot be made until the MWCC's 201 study is nearly <br />completed, some time early next year, it.is proposed that the <br />interim lift station and force main be deleted from this project. <br />Also, the capital budget amount should be reduced by $300,000, <br />the cost of this facility. <br /> <br />The rationale behind this suggestion is that the Anoka Inter- <br />ceptor will take all of 1980 and a part of 1981 to complete. <br />Since the lift station and force main will not take this long to <br />complete it can be so timed that they will be finished concur- <br />rently making both facilities operational. <br /> <br />When a decision is reached regarding this connection, the MWCC <br />should: 1) amend the development program if something other than <br />an interim facility is proposed; 2) resubmit plans and <br />specifications; and 3) amend the capital budget if necessary. <br /> <br /> <br />
