METROPOLITAN COUNC IL <br />300 Metro Square Building, Saint Paul, Minnesota 55101 <br /> <br />September 11, 1979 <br /> <br />TO: Physical Development Committee <br /> <br />FROM: Environmental Planning Division (Jack Frost) <br /> <br />SUBJECT: <br /> <br />Supplement to August 30, 1979, Memorandum on Anoka <br />Interceptor Plans and Specifications, <br />Metropolitan Council Referral File No. 6986-1 <br />Metropolitan Council District 12 <br /> <br />Introduction <br /> <br />The August 30, 1979, staff report on the Anoka interceptor plans <br />and specifications recommended that: <br /> <br />- The plans and specifications be found consistent with the approved <br /> MWCC Development Program. <br /> <br /> - The $300,000 force main and lift station connecting the Anoka <br /> interceptor and the ~xisting Anoka treatment plant be deleted <br />-- from the 1980 MWCC Capi. tal Budget request. <br /> <br />- The MWCC should proceed to construct the Anoka'interceptor with <br /> metropolitan funds if it is not evident by November 15 that state <br /> and federal grants will be available for the facility. <br /> <br />These staff recommendations were thoroughly discussed at a CAB <br />Facility Study Committee meeting on September 7. That meeting <br />resulted in an expression of concern from some CAB Committee <br />members that construction of the Anoka interceptor should be delayed <br />until the character and financing responsibility of the connection <br />between the Anoka interceptor and the Anoka treatment plant can be <br />determined. MWCC representatives at the meeting provided assurances <br />that a firm indication on whether the CAB interceptor should be <br />built or the Anoka treatment plant should be 'expanded, information <br />which is necessary to establish the character of the connection, <br />would be available by January 1980. At the meeting representatives <br />from Anoka expressed concern'that a delay until January 1980 would <br />substantially affect the construction schedule for the Anoka inter- <br />ceptor. In response to this concern, MWCC staff has indicated <br />that delaying until January 1980 will not substantially affect the <br />construction completion schedule for the Anoka interceptor. <br /> <br />In consideration of this new information resulting from the <br />September 7 CAB Study Committee meeting, staff proposes the following <br />revised recommendation on the Anoka interceptor plans and specifica- <br />tions. <br /> <br /> <br />
