- 2 - <br /> <br />Recommendations <br /> <br />1. That although the plans and specifications for the Anoka <br /> interceptor are technically consistent with the approved <br /> Development Program, they are not consistent with the <br /> Development Progrmm stipulation that Anoka participate <br /> in the cost of the interim force main and lift station <br /> to convey flow from the Anoka interceptor to the Anoka <br /> plant. It is recognized that the lack of a cost participa- <br /> tion agreement from Anoka is based on the current inability <br /> to define the precise character of the connection between <br /> the interceptor and the treatment plant. <br /> <br />2. That the request for the $2.3 million in additional.funds <br /> for the Anoka interceptor contained in the proposed <br /> 1980 Capital Budget cannot be authorized at this time <br /> because of the procedural inconsistency between the <br /> budget request and the approved Development Program'relative <br /> to the connection between the Anoka interceptor and the <br /> Anoka treatment plant. <br /> <br />3. That an amendment to the 1980 capital Budget for additional <br /> funds for the construction of the Anoka interceptor, should <br /> be submitted for Metropolitan Council action during <br /> January 1980 if the following has occurred: <br /> <br />a. An appropriate connection between the Anoka interceptor <br /> and the Anoka treatment plant has been identified based <br /> on the conclusions of the MWCC 201 Northwest Area Study. <br /> <br />1) If the CAB interceptor alternative is selected, an <br /> agreement between Anoka and the MWCC should be provided <br /> indicating the extent of Anoka's participation in the <br /> cost of the connection. Subsequently, a 1980 Capital <br /> Budget amendment request should be submitted for funds <br /> to prepare plans and specifications for the interim <br /> connection with construction to be financed by Anoka. <br /> The design of the connection should be coordinated with <br /> the City of Anoka and reflect service needs only until <br /> the time the CAB interceptor is completed. <br /> <br />2) If the expanded Anoka plant alternative is selected, the <br /> MWCC should submit appropriate Development Program and <br /> Capital Budget amendments for the design and construction <br /> of a permanent metropolitan facility to connect the Anoka <br /> interceptor ~and the Anoka treatment plant. <br /> <br />b. The MWCC has provided a firm indication of the state and <br /> federal grant availability for the Anoka interceptor based <br /> on determinations made by the Minnesota Pollution Control <br /> Agency. <br /> <br />JF:im <br /> <br /> <br />
