Item B-10 <br /> <br /> M~TROPOLITAN COUNCIL <br /> <br />Suite 300 Metro Square Building, Saint Paul, Minnesota 55101 <br /> <br /> September 21, 1979 <br /> <br /> REPORT OF THE PHYSICAL DEVELOPMENT COMMITTEE <br /> REFERRAL REPORT NO. 79-162 <br /> <br />TO: <br /> <br />SUBJECT: <br /> <br />Metropolitan Council <br /> <br />Recommended P.riority Ranking of FY 1980 LAWCON/LCMR <br />Applications, Referral Report No. 79-162 <br /> <br />At its meeting on September 20, 1979 the Physical Development Committee <br />discussed the recommendations of the Metropolitan Parks and Open Space <br />Co,,~ission for FY 1980 LAWCON/LCMtt grant applications. <br /> <br />The Committee also received a letter from Ron Kaliszewski of State <br />Planning Agency, Office of Local and Urban Affairs. The letter stated <br />SPA/OLUA is concerned with the rural service area policies on grants <br />and grant eligibility. These concerns will be addressed when the criteria <br />for FY 1961 LAWCON/LCMR. grant applications are'reviewed. <br /> <br />The recommendations approved by the Co,',~,,~ittee are as follows: <br /> <br />RECOMMENDATIONS': <br /> <br />1. That funds be allocated by planning area based on: <br /> <br />Fully Developed Area .............. 49% <br />Area of Planned Urbanization ..... 34% <br />Freestanding Growth Center ....... 11% <br />Rural Area ....................... 6% (maximum $100,000) <br /> <br />That there be a grant mmximum of'$200,000 in-the Fully Developed <br />Area, $150,000 in the Area of Planned Urbanization, and $100,000 <br />in the Freestanding Growth Centers .and Rural Area. ' <br /> <br />That in recognizing the need for flexibility in administering <br />the grants, the State Planning Agency has the discretion ~of <br />approximately ten percent in excess of the grant maximum and <br />that the State Planning Agency report annually to the Commission <br />as to the impact of the grant maximum°limitation and exceptions <br />needed. <br /> <br />That there be a limit of one grant per co,~',,,,~nity in the Area'of- <br />Planned Urbanization, Freestanding Growth Centers, and Rural <br />Area,. wi~h the exception noted in Recommendation No. 6 below; <br />and that there be unlimited number of grants per community in <br />the Fully Developed Area <br /> <br />That the suggested 60% quality threshold not be applied to <br />FY 1980 LAWCON/LCMR applications. <br /> <br /> <br />
