As proposed the structure would exceed the standards of Subpart C of Part 77 of the Federal Aviation Regulations and would be identified as an obstruction to air navigation. Accordingly, the FAA is conducting an aeronautical stud)' o~ the pro- posal to determine its effect upon the safe and efficient use of the navigable airspace by aircraft and on the operation o{air n~¥igation tacilities. In tim study, consi&:ration will be given to all facts relevant to the effect of the proposal on existing and planned airspace use; air na'.'iga~ion ~aciiities; airports; aircrah operations, procedures and minimum flight altitudes; and the air traffic control sys- tem: However, only those plans on file with the FAA, on the date the notice concerning the above described proposed construe- lion was received, will he considered. Interested persons are invited to participate in the aeronautical study by' submitting comm.e.n.t.s to-the-F-AA--oifice-is~g this notice. This noti~.e ma)' be reproduced and recircu]ated by any interested person. The proposed stTacture wou]d be located approximately 1 nm southwest o£ Hamel, Hinnesota. It would be a 205' reduction in height to a previously proposed 1195' AGL/2195' A~L%L structure, studied in aeronautical study number 71-GL-898-OE. At the reduced height, the proposal ~,~uld exceed the obstruction standards of Part 77, Federal Aviation Regulations, as £ollacs: Section 77.23(a)(1) by .490' - a height more than 500' above groufid level (AgL).
