Case #1: Subcommittee Reports:

a) Legislative Subcommittee -

Commissioner Cox stated that he and Commissioners Guy and Muller attended a
meeting of the Indpendent Businessman's Association of Minnesota. The
following were also present: Senator Roger Moe, Senator James Ulland,
Congressman Arlan Stangland, Congressman Tim Penny, Congressman Bill Frenzel,
Representative Harry Sieben Jr., Representative Dave Jennings, former State
Representative Mike Menning, author of Minnesota Business and Jobs Tim
Donahue. The speakers talked about the business climate, in Minnesota.
Representative Sieben and Senator Moe do not recognize that there is a
problem in Minnesota and yet one of them was the co-author of the bill to
'Buy Minnesota First'. Congressman Bill Frenzel made a very good retort
to Senator Moe and Representative Sieben's comments. As a follow up to
this meeting we are planning a meeting for November 14, 1983 at the Party
House in Ramsey at 7:30 p.m. and the only cost will be that of the meal
(approximately $6.00). Planned speakers are Mr. Fran McGovern (editor
of the Daily American), attempting to get Representative Menning and Tim
Donahue. An invitation is also being extended to Senator Boschwitz.

Commissioner Guy stated that she heard a report that there is an effort
being made to have Metro Council elected. This Commission should write
to the legislators supporting that effort.

Mr. Schnelle and Commissioners Schmidt and Cox disagreed.

Mr. Schnelle stated that if the Metro Council is elected, you might as
well get rid of the 7 County Boards.

Commissioner Cox replied that if the Metro Council were elected it would
also be a taxing body; an elected body is not going to solve anything;
and it would give more power to the Metro Council than they already have.
Commissioner Cox stated that he believes in electing with restrictions.

Commissioner Fults referred to Jim Barton's presentation to EDC regarding
Metro Council setting up industrial bond programs and stated that he
read in the newspaper that because of so much city opposition in the area,
the Metro Council has dropped this program.

Commissioner Cox stated that citizens don't have any idea what is going
on in State Government. Everything is being shifted away from business.
There is no sense working and spending time to stimulate economic growth
when you have the whole State government working against you.

b) Finance Subcommittee -

No report at this time.

c) Economic Subcommittee -

Commissioner Schneider stated that the City pamphlet should be ready for
Commission review at the next regular meeting.

Case #2: Cha?ter Commission Regarding The Finan~in~ Of Public Improvements:

Mr. Schnelle stated that the Charter Commission is into the public improvement
area and might not be understanding what they are doing and the tremendous

EDC/October 12, 1983
