affect it could have on the City. Ramsey does have to stay competitive if <br />it wants to be a viable community and how you approach public improvements <br />is critical. Ramsey's current ordinance is fair and adequate. <br /> <br />Chairman Greenberg stated that the EDC needs a clear understanding of the <br />proposed charter policy prior to recommending Tax Increment Financing to <br />Council. <br /> <br />Commissioner Cox stated that the Charter Commission should recognize that we <br />expect them to conducted the Charter Commission the same way they expect the <br />City to operate, If they were to have a true public hearing, the proposed <br />charter should have been published prior to the public hearing for people to <br />review and prepare. Instead, they had a handful of copies available at the <br />hearing. If the Charter Commission is so knowledgeable about what is wrong, <br />they should also know what is right. The EDC should forward a letter to the <br />Charter Commission stating that we expect that Commission to act as <br />responsibly as they expect the City to act - especially if they want to <br />set the rules for this City. The Charter Commission is trying to tell every- <br />body that a charter will solve problems when it is going to ham string our <br />function ability, The public should have 3 or 4 months to review the proposed <br />document before it is put to a vote. <br /> <br />Chairman Greenberg suggested it might be best if the EDC Finance subcommittee <br />met with Charter Commission directly. <br /> <br />Commissioner Cox replied that whatever the EDC supports and proposes should <br />be documented and the Charter Commission should respond. The Charter Commission <br />is accomplishing their task from one meeting to the next; a question comes up, <br />they make inquiries of surrounding charter cities, report back to the Commission, <br />and go with it. <br /> <br />Mr. Schnelle pointed out that much of the proposed charter is modelled after <br />Mounds View and Mounds View is quite far advanced with regards to public <br />improvements; Ramsey is just opening up. <br /> <br />Commissioner Cox stated that in addressing financing the Charter Commission <br />should take into consideration it's affect on local aids issue, Tax Increment <br />Financing and funding from State regulatory agencies. The Charter Commission <br />should know the background and ramifications of mandated policies Ramsey is <br />to live within. <br /> <br />Motion by Commissionar Cox and seconded by Commissioner Miller to forward a <br />letter to the Ramsey Charter Commission requesting that within 60 days they <br />provide EDC with a response regarding the total financial and development <br />picture and what development requirements would be based on their proposed <br />charter. <br /> <br />Further Discussion: Chairman Greenberg stated that he would like this issue <br />to zero in on the affects to Tax Increment Financing. <br /> <br />Commissioner Cox and Commissioner Miller withdraw their motion. <br /> <br />Mr. Schnelle suggested that the EDC Finance Subcommittee attend the Charter <br />Commission meeting scheduled for October 13, 1983 to explain the concerns. <br /> <br />Commissioner Cox replied that he would like to see the Charter Commission's <br />response to EDC in writing. <br /> <br />EDC/October 12, 1983 <br /> Page 3 of 6 <br /> <br /> <br />
