Motion by Commissioner Cox that the EDC Finance Subcommittee attend the <br />October 13, 1983 meeting of the Charter Commission and address EDC's <br />concern regarding Tax Increment Financing and request a statement regarding <br />how the proposed charter will affect Tax Increment Financing being used in <br />Ramsey. <br /> <br />Further Discussion: Commissioner Schmidt stated that the discussion should <br />also address bonding, ability, credit rating, etc. <br /> <br />Commissioner Miller seconded the motion. <br /> <br />Motion carried. Voting Yes: Chairman Greenberg, Commissioners Guy, Muller, <br />Miller, Schmidt, Schneider, Fults and Cox. Voting No: None. Absent: <br />Commissioner Sentyrz. <br /> <br />Motion by Commissioner Cox and seconded by Commissioner Fults to request that <br />the Charter Commission also provide'EDC with a written document as to what <br />they propose for a total financing capability for this community recognizing <br />all State and Federal mandated policies we have to live with. <br /> <br />Motion carried. Voting Yes: Chairman Greenberg, Commissioners Guy, Muller, <br />Miller, Schmidt, Schneider, Fults and Cox. Voting No: None. Absent: <br />Commissioner Sentyrz. <br /> <br />Case #3: Extension Of Hennepin County Highway #18 To Link Up W~t~ ~i~hway_~l~O <br /> Via Bridge Over The Mississippi. River: <br /> <br />Chairman Greenberg stated that Ramsey should request that right-of-ways be <br />left open on the Champlin side rather than wait until the land is not available <br />or already built up. <br /> <br />Motion by Commissioner Cox to request City Council forward a request to the <br />State of Minnesota Highway Department to encourage the corridor where the <br />future bridge across the Mississippi River to connect the southerly side <br />with Ramsey. <br /> <br />Further Discussion: Mr. Schnelle suggested that EDC Economic Subcommittee meet <br />with the Metro Council Staff person working in highways and Metro Council <br />Chairman Jerry Isaacs in order to provide Ramsey Council with more information <br />and a request for action if necessary. <br /> <br />Mayor Gamec arrived at this time. <br /> <br />Commissioner Cox withdraws his motion. <br /> <br />Motion by Commissioner Cox and seconded by Commissioner Schneider that the <br />EDC Economic Subcommittee review the proposed bridge corridor across the <br />Mississippi River. <br /> <br />Motion carried. Voting Yes: Chairman Greenberg, Commissioners Guy, Muller, <br />Miller, Schmidt, Schneider, Fults and Cox. Voting No: None.
