Minnesota Tax Committee, the Blue Ribbon Commission that the Governor created <br />during the 1983 legislative session to study the tax situation in Minnesota. <br />Commissioner Cox stated that this committee should be shown that the taxing <br />proposals are all taxing without representation; they are designed to <br />absolutely stifle economic growth. <br /> <br />Chairman Greenberg stated that the greatest deterrent to economic development <br />is property taxes. <br /> <br />Mayor Gamec stated that a one page summary should be presented to this <br />committee showing all the added expenses to the businessman -- real estate <br />tax, workman's comp and the local aids issue'. <br /> <br />Chairman Greenberg noted that warehouses are really getting hit hard - high <br />property taxes, high transportation costs and labor and workman's comp are <br />the reasons why warehouses are leaving Minnesota. Our presentation should <br />focus on the formula for local aids and how it is affecting us and the <br />disparity between commercial and residential property. <br /> <br />Motion by Commissioner Muller and seconded by Commissioner Guy that the <br />EDC Legislative Subcommittee attend the next meeting of the Minnesota Tax <br />Committee scheduled for October 18, 1983 from 1:30 p.m. to 4:30 p.m. in <br />Room #112 of the State Capitol Building in St. Paul. <br /> <br />Motion carried. Voting Yes: Chairman Greenberg, Commissioners Guy, Muller, <br />Miller, Schmidt, Schneider, Fults and Cox. Voting No: None. Absent: <br />Commissioner Sentyrz. <br /> <br />Case #5: Land Available For Development: <br /> <br />Chairman Greenberg stated that raw land on Hwy. #10 adjoining Anoka and in <br />the vicinity of the sewer connection should be addressed. Chairman Greenberg <br />suggested that the land be planned for specific uses that would require <br />and take advantage of the sewer and water available. <br /> <br />Mr. Schnelle stated that EDC should meet with these property owners. <br /> <br />Chairman Greenberg stated that if there were not a plan for development it <br />could end up with a business not requiring sewer and water being located between <br />the connection and a business that does require sewer and water. <br /> <br />Commissioner Fults stated that the current landowners like the vague zoning; <br />they want it open to anything that might want to buy and develop. <br /> <br />Mayor Gamec agreed with Chairman Greenberg. Mayor Gamec noted that at one <br />time City heard how badly sewer and water is needed in that area. Now the <br />connection is available and they don't want it just yet because of the <br />economic trend. City also hears that sewer and water will bring in the <br />development. <br /> <br />Commissioner Cox stated that he doesn't recall any of those property owners <br />pushing for sewer and water, especially with the down turn of the economy <br /> <br />Mayor Gamec stated that those commen~s probably came from the realtors <br /> <br />Commissioner Cox stated that the City should not get involved with volunteering <br />information to prospective buyers regarding sewer and water. <br /> <br />EDC/October 12, 1983 <br /> Page 5 of 6 <br /> <br /> <br />
