Ramsey have had to do to be competitive with Princeton and determine if
Ramsey has policies that would allow for this type of development to occur.
Recommended studying the situation and changing whatever necessary to make
sure something like this doesn't happen again.

Chairman Greenberg inquired how the City could get a qualified person at such
a minimum cost.

Mr. Schnelle stated that the City would apply for a planner right out of school
who would use this opportunity as a ticket for a better job.

Motion by Commissioner Miller and seconded by Commissioner Fults to recommend
that City Council do hire a Part time individual accoring to the Minnesota
Emergency Employment Act for the purpose of working with tax increment financing
for the economic development of the City of Ramsey.

Motion carried. Voting Yes:
Miller and Cox. Voting No:
Sentyrz and Muller.

Chairman Greenberg, Commissioners Guy, Fults,
None. Absent: Commissioners Schneider, Schmidt,

Case #4: Subcommittee Reports:

General consensus of the Commission was to eliminate subcommittee reports
from tonight's agenda.

MISCELLANEOUS

Mr. Schnelle stated that the Capital Improvement Budget will be prepared
according to the Comprehensive Plan. The Capital Improvement Budget does not
mean that the City is going to accomplish any of the items in the budget, it
is just a guideline to establish priority. After it has been reviewed by
Planning and Zoning, we will be touching base with EDC on it.

Case #5: Recommendation For Applicants To Fill Vacancy On The Economic
Development Commission:

Chairman Greenberg stated that there has been only one applicant, Mr. Paul
Johnson.

Commissioner Cox stated that at one time Mr. Bernie Bede'expressed an interest
in serving on the EDC, that he has not had a chance to discuss the vacancy
on the EDC with Mr. ~ebe but he would like the opportunity to contact him
regarding this opening. ~ .... ~

Consensus is that Commissioner Cox will contact Mr. Bebe regarding the opening
on the EDC and Chairman Greenberg will contact Mr. Johnson regarding how
morning meetings would fit in with his schedule.

COMMISSION INPUT

Commissioner Cox stated that he attended the meeting with Rudy Boschwitz's aid,
Mr. Tom Mereckel, and the Rum River Bridge Crossing was discussed. County
Commissioner Haas noted that the County is pursuing the project because there
are discretionary funds available. There is a possibility of getting Senator
Boschwitz to support this effort.

EDC/August 10, 1983
