letter of credit. Mr. Berg stated that in the case of land as collateral, the <br />City would be the first mortgage holder of the land and that the land must be <br />free and clear. Discussion ensued regarding bonding, letter of credit and <br />cash flow. Commissioner Fults also noted that point #4 ofhis motion regarding <br />EDC reviewing requests for municipal sewer and water.should be a simplified <br />process so as not to present another hoop for developers to go through. Mr. <br />Berg stated that EDC would be reviewing philosophy of extending and developing <br />and its affects on the community and this review should not affect the developer's <br />time table. Mr. Berg stated that City Staff will support EDC's recommendation <br />to include the provision of land as collateral and that the City Attorney could, <br />upon Council's request, including wording in the ordinance that would be <br />defendable in court. <br /> <br />Motion carried. Voting Yes: Chairman Greenberg, Commissioners Menkveld, Miller, <br />Muller, Fults, Schneider and Cox. Voting No: None. Absent: Commissioners <br />Guy, Sentyrz and Schmidt. <br /> <br />Chairman Greenberg called for nominations for representative of EDC to attend <br />the public forum regarding utility assessment ordinance to be held on April <br />19~ 1983 at Ramsey Elementary School. <br /> <br />Commissioner Schneider stated that EDC's representative to that public forum <br />should address the issue of bonding and it's benefits to the City, that it is <br />a very persuasive point. <br /> <br />Commissioner Cox agreed that the residents should be informed of the pluses. <br /> <br />Mr. Berg stated that most likely developers present at the forum will also <br />address the subject of bonding and it's potential benefit to the City. <br /> <br />Mr. Raudio stated that he as a developer, will be careful not to present a <br />biased case at the forum, that he intends to obtain back-up to his input from <br />the County. He also noted that citizens are reluctant to accept his input <br />because he is a developer. <br /> <br />Commissioner Cox stated that if it weren't for the developers, 90% of Ramsey's <br />population would not be in Ramsey, that Ramsey is made up of developments, <br />not individual properties. <br /> <br />Commissioner Fults, on the subject of an article regarding metro property <br />values presented to the Commission at their meeting on April 13, 1983, stated <br />that he has discussed the article with the City Assessor and it has been <br />determined that there are inaccuracies in that article. <br /> <br />Motion by Commissioner Cox and seconded by Commissioner Miller directing <br />Commissioner Fults represent the EDC at the public forum scheduled for April <br />19, 1983. <br /> <br />Motion carried. Voting Yes: Chairman Greenberg, Commissioners Menkveld, <br />Miller, Muller, Fults, Schneider and Cox. Voting No: None.
