Commissioner Menkveld stated that Ramsey is lacking in two very
important areas that Ms. Moore stated was criteria for being selected
as a site, that being sewer service and a fire department.

Ms. Moore stated that a fire department is really not that important
and that Ramsey will in the very near future be served by sewer in
that particular area.

Commissioner Schmidt stated that from an economic standpoint, if a
facility such as this were to locate in Ramsey it would make other
industries move into our City which would help our economic base.

Ms. Moore stated that this is very true. Many industries are very
dependent upon processing facilities and the closer they locate to
this type of & facility the better and obviously, any industries
moving in will generate additional tax base.

Mayor Gamec stated that education on this issue is a problem and that
politically speaking it is a hard situation to find yourself in.

Ms. Moore stated that the problem is getting past the words "hazardous
waste" and explaining that this is not a dump or disposal
facility.

Commissioner Menkveld questioned 'how large of an area this would take.
Ms. Moore stated that most facilities need two to three acres and if
we would be just talking about a storage warehouse, possibly only one
acre. The largest facility would be for incineration.

Commissioner Menkveld asked about the number of people this type of
facility would employ. Ms. Moore stated that depending upon a number
of things it could range from five to 25.

Commissioner Cox stated that some businesses in Ramsey are talking
about moving out of the area because of sewer.

There was further discussion regarding funding, taxes, etc.

Chairman Greenberg asked Ms. Moore what they would want from this
Commission. Ms. Moore stated that the Commission should think of ways
to support the development of a hazardous waste facility in the Metro
Area by a resolution, letters to the hearing examiner, attendance at
the hearing, and whatever else the Commission would come up with.

Mayor Gamec stated that the Council has passed a resolution opposing
a hazardous waste facility in Ramsey.

Commissioner Schneider stated that the Commission and Council can take
stands on different aspects of this issue and that shouldn't be any
problem.

Motion by Commissioner Schmidt and seconded by Commissioner Menkveld
to support, from an economic standpoint, the designation of a portion
of the City of Ramsey as a potential site for a hazardous waste pro-
cessing facility or transfer point. This support is based upon the
belief that such a facility, conforming to all Federal, State and
Local restrictions, could be a substantial incentive for the location
of ~a~..generating.businesses in the immediate area.

EDC/March 9, 1R83
Page ~ of 5
