Case #4: Recommending Appointment of Person to Fill Unexpired 'Term of Mr. <br /> <br />Darrell Jensen: <br /> <br />Commissioner Menkveld suggested asking Councilman Cox if he would be willing <br />to serve on the Economic Development Commission come the first of the year, <br />as he will no longer be serving the City in the capacity of a Councilman. <br /> <br />Commissioner Pults stated that he has so much background in City government <br />it would be a shame to waste all his knowledge~ <br /> <br />Motion by Commissioner Fults and seconded by Commissioner Menkveld to recommend <br />the appointment of Mr. Arnie Cox to the Economic Development Commission to fill <br />the unexpired term of Mr. Darrell Jensen if he would be interested. <br /> <br />Motion carried. Voting yes: Commissioners Fults, Menkveld, Greenberg, Schmidt, <br />Sentryz, Muller and Miller. Voting no: None. <br /> <br />Case #5: City. Administrator's Staff Report: <br /> <br />a) <br /> <br />Ad Hoc Committee regarding Public Improvements - City Administrator <br />Schnelle informed the Commission that City Staff has put together a <br />rough draft ordinance. The Ad Hoc Committee will be meeting on <br />November 15, 1982 and will hopefully approve the ordinance so it <br />can be submitted to the City Council for their meeting on November <br />23, 1982. <br /> <br />b) <br /> <br />Landfill - City Staff is currently working on an economic report <br />which deals with the proposed and existing landfills as to their <br />economic affect on the City of Ramsey. This report will be for <br />the benefit of the Ramsey City Council in opposing Anoka County <br />and the Metropolitan Council in the adoption of the Site P Landfill <br />area in the City of Ramsey. <br /> <br />].983--i987 Five Year iCapltali:Improveme~t Program[(CIP)~Budget - City <br />Administrator Schnelle stated that this document, along with the <br />ordinance regarding public improvements and the Comprehensive Plan, <br />spell.out the direction of the City. We are hoping to improve the <br />City's bond rating. We currently have a B-AA rating but should have <br />an A rating. If this were changed, it would mean quite a savings <br />to the City on the bond market. A brief discussion on this followed. <br /> <br />d) <br /> <br />Park Improvement - The proposed park improvement of Federal Cartridge <br />land is on a 45 acre parcel on 161st Avenue NW and County Road ~83. <br />It was hoped that work on this development would be started this fall, <br />but now it is very doubtful. <br /> <br />e) Legislation - The Commission noted this item. <br /> <br />f) <br /> <br />Finance - City Administrator Schnelle stated that the City of Ramsey <br />has a good chance of being selected for a certificate of conformance <br />in the handling of its accounting procedures.
