Councilman Cox then discussed the Green Acres Law with the Commission. He <br />stated that the City of Ramsey and various farmers and land owners in the City <br />met with Mr. Lyle Ask of the State Revenue Department regarding this issue. <br />We were advised at this meeting that '.the County Assessor would use the average <br />of rents in this area to determine the market value that will be used on tillable <br />land. However, we then learned that the Ramsey City Assessor could establish this <br />amount himself. Councilman Cox commented on what an advantage there is to having <br />your own City Assessor. <br /> <br />City Administrator Schnelle commended the City Council for staying on their toes <br />on the Green Acres Law and getting the State out here to talk to the people, <br /> <br />Mayor Gamec distributed a map of the proposed landfill that was sent to the Metro <br />Council. <br /> <br />Comments were made regarding the importance of economic development in the community <br />and that citizens should be more involved and aware of what goes on within the City. <br /> <br />Councilman Cox stated that we should have a flyer informing people of matters that <br />will be discussed at Economic Development Commission meetings and let them know <br />that there is such a Commission. This should then be followed up with more flyers <br />on possibly a quarterly basis. There are important issues such as landfill and <br />sewer that we should make the community aware of. <br /> <br />Everyone agreed that this would be a good idea. <br /> <br />Councilman Cox left the meeting at 8:26 a.m. <br /> <br />Commissioner Menkveld asked Mayor Gamec about the map he passed out earlier. <br /> <br />Mayor Gamec explained that this was the mad that went to the Metro Council regarding <br />the landfill site. He pointed out that this map was only rough and that they will <br />probably be coming out with another map soon after they make some more changes. <br /> <br />Mayor Gamec stated that the issue started with the City of Ramsey sueing the City <br />of Anoka. Then the County got involved and it is his feeling that the County will <br />probably eventually own the landfill. Liability is why the City of Ramsey has the <br />responsibility and total burden. It seems as though everything has been wrong with <br />the landfill. Health, welfare and safety are our major concerns.~ <br /> <br />Commissioner Schneider asked how much industrial land would be lost. <br /> <br />City Administrator Schnelle stated that the City will lose a lot of valuable land <br />and the landfill will probably end up in Ramsey. <br /> <br />May6r Gamec stated that a serious problem is the tax base - how we will make the <br />revenue up. There are flaws in the original contract. If we would do anything with <br />the landfill other than a park, we could be sued. We want to make sure everything <br />is legal. Financially we really have a problem. <br /> <br />City Administrator Schnelle gave each of the Commissioners the feasibility report <br />for trunk sanitary sewer and public water facilities in the 1983 urban area.
